公務員和市民一樣,享有公民及政治權利,但另一方面,社會需要公務員隊伍保持政治中立。在現行政策下,當局力求在兩者之間取得合理的平衡。 為符合這個原則,政府雖然不反對個別公務員參加與本身職務並無利益衝突的政治及助選活動,但對於某些高級人員或因為本身工作性質而特別容易被視為有偏私之嫌的人員,則會被禁止參與任何政治及助選活動。這些人員包括所有首長級人員、政務主任、新聞主任,以及警務處的紀律部隊人員。 按字面理解,一般公務員屬被許可參與遊行、示威或集會活動的權利,但畢竟有否其他規定,則難以確定,若公務員網友仍有疑問,建議接向上司/人事部進一步查詢。 備註 : 英文原文引用以供參考 : Participation in political and electioneering activities Under the current policy, the Administration seeks to strike a reasonable balance between civil servants' entitlement to enjoy their civil and political rights as citizens and society's needs for a politically neutral civil service. Consistent with this principle, while there is no objection to individual civil servants participating in political and electioneering activities if this does not give rise to any conflict of interest with their official duties, certain officers at the senior level and those who are particularly susceptible to accusations of bias because of the nature of their duties are prohibited from participating in any political and electioneering activities. Those subject to prohibition include all directorate officers, Administrative Officers, Information Officers, and disciplined officers of the Police Force.
