職責: 環境保護主任（空氣質素分科）的主要職責是：（a）就空氣污染、保護臭氧層及地球氣溫上升等事宜，協助擬備立法建議和制訂工作守則、指引、程序、標準、指標及策略；（b）規劃和推行與空氣質素監理及監控工作有關的空氣質素監測及調查，包括：分析和闡述所得的結果；監管儀器的檢測工作；（c）參與評估與空氣質素有關的計劃及發展大綱，並就空氣污染問題及空氣質素管制工作，提供意見及專業資料；（d）就空氣污染、臭氧層耗損及地球氣溫上升等事宜，在推行和執行法定管制方面，組織和提供專業資料，包括：處理許可證和牌照的申請；就檢控及上訴個案收集、整理和提交證據；以及（e）透過各類方法，例如擬備和介紹教育及宣傳資料，向市民和社會賢達傳達空氣質素監測政策和策略。 聘用條款: 獲取錄的申請人會按公務員試用條款受聘三年，通過試用關限後，或可獲考慮按當時適用的長期聘用條款聘用。 附註: (a) 除另有指明外，申請人於獲聘時必須已成為香港特別行政區永久性居民。

Job Number: 35228 Department: Environmental Protection Department Job Title: Environmental Protection Officer (Air Stream) Salary: Master Pay Scale Point 27 ($43,120 per month) to Master Pay Scale Point 44 ($86,440 per month) Entry Requirements: Candidates should have (a) (i) a Hong Kong First or Second Class honours degree, or equivalent, in a relevant science or engineering subject, and three years’ post-graduate experience at an appropriate level of responsibility relevant to air pollution; or (ii) Corporate Membership of the Hong Kong Institution of Engineers of a relevant discipline elected after 5 December 1975, or equivalent, and three years’ training or experience at an appropriate level of responsibility relevant to air pollution (not necessarily obtained after Membership); and (b) a pass result in the Aptitude Test (AT) in the Common Recruitment Examination (CRE); and (c) met the language proficiency requirements of ‘Level 2’ in the two language papers [Use of Chinese (UC) and Use of English (UE)] in the CRE, or equivalent (See Note). (2) Candidates who meet the entry requirements at (a)(ii) above, if selected, may enter at an appropriate point above the minimum of the pay scale.
(3) Candidates’ results in the Aptitude Test (AT) paper are classified as pass or fail, the results of Use of Chinese (UC) and Use of English (UE) papers are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest.
Grade ‘C’ or above and Grade ‘D’ in Use of English of HKALE, or equivalent, are accepted as equivalent to ‘Level 2’ and ‘Level 1’ results respectively in the UE paper of the CRE. Grade ‘C’ or above and Grade ‘D’ in Chinese Language and Culture or Chinese Language and Literature of the HKALE are accepted as equivalent to ‘Level 2’ and ‘Level 1’ results respectively in the UC paper of the CRE.
Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in IELTS within the two-year validity period of the test are considered as having met the English language proficiency requirement (item (c) of the entry requirements) of the Environmental Protection Officer post. The IELTS test result must be valid on the starting day of the application period, i.e. 28 November 2014.
(4) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Results of the BL test for degree/professional grades will be one of the considerations to assess the suitability of a candidate but will not affect his/her eligibility for applying for civil service jobs. As a general principle, the main consideration for suitability for appointment remains a candidate’s qualifications, experience and calibre.
(5) Candidates who have sat for the CRE for more than one time should submit the best CRE results they have obtained.
Duties: An Environmental Protection Officer (Air Stream) is mainly deployed to (a) assist in the preparation of legislative proposals, and in the development of codes of practice, guidelines, procedures, standards and objectives and strategies relating to air pollution, ozone layer protection and global warming; (b) plan and implement programmes for air quality monitoring and investigations in relation to air quality management and control activities, including analysis and interpretation of results and supervision of instrumentation; (c) contribute to the assessment of projects and development plans with regard to air quality, and provide advice and professional input on air pollution problems and air control activities; (d) organise and provide professional input in relation to the implementation and enforcement of statutory controls on air pollution, ozone layer depletion and global warming, including the processing of applications for permits and licences, and the collection, collation and presentation of evidence in prosecution and appeal cases; and (e) assist through various means, such as the preparation and presentation of educational and publicity materials, in conveying air quality management policies and strategies to the public, and to prominent community representatives. Terms of Appointment: A new appointee will be appointed on civil service probationary terms for three years. Upon passage of probationary bar, he/ she may be considered for appointment on the prevailing permanent terms.
