(a) be Members of the Hong Kong Institute of Architects (HKIA) or Registered Architects of the Architects Registration Board (ARB) of Hong Kong, or equivalent (Note: Candidates holding non-local professional qualifications only should prove the equivalency of such qualifications by the closing date for application, with supporting documents such as evidence of acceptance of their qualifications by the HKIA for admission to its Members or admission by the ARB as Registered Architects); and
(b) have at least five years’ relevant post-qualification experience (Candidates with 10 years’ or above relevant working experience, if selected, will be offered a salary at an appropriate level higher than $60,690 per month); and
(c) have met the language proficiency requirements of
(i) Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination, or equivalent; or
(ii) Level 3 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (for the purpose of appointment of non-civil service contract staff, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth); and
(d) have extensive knowledge and working experience in staff management and implementation of government construction projects; and
(e) have good knowledge of government operations and procedures in the delivery of government construction projects.
Note: The candidate appointed is required to work in an office of the Home Affairs Department or any of the District Offices as appropriate. Duties: (a) Coordinating the overall implementation of the district projects of works/architectural nature;
(b) Coordinating with the works agent, the Works Section of Home Affairs Department and other works departments on the implementation of the works element of the district projects;
(c) Liaising with District Councils, other government departments, business sector, non-profit making organizations, etc. regarding the implementation of the district projects;
(d) Advising on administrative, financial, procedural and contract management matters;
(e) Organizing public relations activities concerning the district projects;
(f) Providing assistance on the preparation of submissions to the Legislative Council and report to District Council as appropriate; and
(g) Undertaking any other administrative matters or other tasks as assigned.
Terms of Appointment: The successful candidate will be appointed on non-civil service contract terms normally for a period of one year. Renewal of contract will be subject to the service need of the Home Affairs Department and the candidate’s performance. Fringe Benefits Rest days, statutory holidays (or substitute holidays), annual leave, maternity leave and sickness allowance, where appropriate, will be granted on terms not less favourable than those provided for under the Employment Ordinance. A gratuity will be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485), equals 15% of the total basic salary drawn during the contract period. General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
