(a) have bachelor’s degree from a Hong Kong university, or equivalent;
(b) have at least ten years’ executive working experience after graduating from the first degree above, which includes at least three years in a key management position undertaking administrative responsibilities, resource management, or event organisation; working experience in the Government / public bodies is preferred;
(c) have met the language proficiency requirements of ‘Level 2’ results (Note 1) in the two language papers [Use of Chinese (UC) and Use of English (UE)] in the Common Recruitment Examination (CRE), or equivalent;
(d) have legal knowledge with experience in drafting legal documents, preferably with degree in legal studies; and
(e) have knowledge of common computer applications, such as Microsoft Word, Excel and PowerPoint and Chinese word processing.

(2) Successful candidates may be required to work irregular hours and on public holidays.
(3) Successful candidates may be required to perform outdoor duties.
Duties: Successful candidates will be deployed to various sections/offices in the Works Branch of the Development Bureau to undertake the following duties (Notes 2 and 3) –
(a) to provide administrative support on secretariat work;
(b) to provide administrative support on the preparation of policy paper, submissions to the Legislative Council and the Executive Council and setting up of legislation, etc;
(c) to assist in the establishment and operation of office;
(d) to assist in arranging meetings with members of panels, working groups, etc., including managing of venue and set up for various purposes, planning and performing logistic support, preparing meeting documents, presentation materials and meeting notes, coordinating and liaising with bureaux/departments and relevant stakeholders for execution of activities;
(e) to assist in preparing public relations materials, presentation materials and speeches for use in functions and events;
(f) to assist in management and monitoring of expenditure and to prepare reports regularly; to liaise with bureaux/departments and account sections to settle expenditure, including monthly payment of honorarium for experts; and
(g) to undertake any other duties assigned.
Terms of Appointment: Successful candidates will be employed on non-civil service contract terms for a period of around one year. Fringe Benefits A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays (or substitute holidays), annual leave, maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.
