公務員流失情況嚴重，為填補空缺，政府容許未畢業的大學生投考公務員，當局指今起接納大學3年級或將升讀3年級學生投考公務員，9月政務主任等政府6個職系將進行聯合招聘，不單止接受明年畢業學生申請，2025年畢業學生亦可申請。

2021/22年度辭職公務員人數達3,734人，而當中不少是資深公務員。公務員事務局局長楊何蓓茵今早(1日)在政府總部會見8間資助大學代表時公布有關安排，政府今年起接納大學畢業前一年的學生申請公務員職位，以4年制為例，大學3年級或將升續3年級的大學生，即2024年及2025年畢業的學生都可投考，但他們要符合特定條件，包括在指明時間內完成學業，畢業後便可成為公務員。新措施即時生效，各部門及職系可決定是否擴闊招聘範圍。

她表示，政府每年9月會為6個職系進行聯合招聘，即政務主任、二級行政主任等，今年除了接受明年畢業的大學生報名之外，亦接受2025年畢業的學生投考。由於是有條件取錄，她指政府會發出適當數目的聘書和設候補名單，其他部門或紀律部隊職系亦可按工作性質及人手需求，考慮是否擴闊招聘範圍至下一屆畢業生。

她強調人才是所有機構最重要的資產，公務員作為政府的骨幹，負責制訂、解釋及推行政策等工作，強調政府一直很積極招聘人才，確保有足夠人力資源服務市民。她又指，當局每年都有不同的招聘，以往只接納應屆畢業生申請，但早前訪問北京與在當地香港學生聊天，發現很多學生未畢業已有清晰志向。實際上，不少大學生未畢業已有志加入政府，希望新安排達致「三贏」，學生提早獲得有條件取錄，院校亦可善用資源，協助學生規劃，而對政府而言，可以更貼近市場變化，盡早網羅人才投身政府。

對於政府預期新措施可填補多少空缺時，她在會後表示，該名獲聘的大學生必須在特定時間內完成學業，若果他們更早完成，即可以更早投入公務員行列，又強調有關措施是讓有志服務社會的學生，可早些獲就業肯定性，以及納入政府的人才庫之中，並不是想數字上有增幅，且不會即時可填補目前空缺，若學生有興趣可參照不同部門的招聘廣告作申請。

當局亦會調整公務員考試安排，包括將於10月舉行的綜合考試、《基本法》及《港區國安法》考試， 12月為6個職系舉行的聯合考試，以及海外考試，都同樣適用相同條件。

有關新措施或會與私人市場搶人才，但楊何蓓茵指愈來愈多公營機構和私營企業推行類似措施，故政府在招聘工作上亦要與時並進，提早招攬優秀人才。當局會聯同各大學及專上教育機構，將在校內向相關學生提供措施的詳情。

被問及會否擔心太多人應徵後不接受工作，浪費更多人手，她指目前不同僱主都在搶人才，有時給予取錄時，應徵者都會有個人考慮，私人機構都會有同樣情況，故在人事安排上，包括計算聘請那些應徵者、設立候補名單等，未來都會是一樣。她亦強調，任何招聘測試要求都一樣，無論是應屆畢業生、下一年的畢業生，甚至畢業多年的人士，當局都是用同一把尺，因此政府發出多少聘書或候補名單等，均與私人機構的做法無異。

為吸納有志服務社會人士加入公務員行列，並讓青年更好地規劃未來事業發展，政府今年起將會擴展投考需學士學位學歷要求公務員職位的資格至新學年升讀大學三年級（四年制學士學位課程）或正在就讀大學三年級的學生，獲取錄的申請人可得到有條件聘請，在畢業後加入政府服務。

　　公務員事務局局長楊何蓓茵今日（六月一日）在政府總部與八所大學教育資助委員會資助大學代表會面，並就如何在校園鼓勵更多有志服務社會的大學生加入公務員隊伍進行交流。

　　在此之前，政府部門／職系招聘時一般只會考慮應屆畢業生，及已取得相關學歷的人士。在新措施下，各部門／職系可按其人力資源及實際運作需要，考慮擴闊招聘範圍至下一屆畢業的大學本科生和研究生，讓他們投考需學士學位或研究生學歷的公務員職位，並會在招聘廣告上清楚列明有關安排。成功獲取有條件聘請者只需符合特定條件，包括在指定時間內完成相關學位，便可在畢業後入職。

　　楊何蓓茵表示：「政府每年都會進行招聘工作，涉及不同專業和性質的工作，為畢業生、青年及求職者提供大量就業機會。對於一些立志加入公務員團隊，服務社會和貢獻國家的青年，我們希望能盡早向他們提供機會，好讓他們在畢業後隨即加入政府發揮潛能和實踐抱負。」

Expanding civil service recruitment to undergraduate students in third year of study

In order to attract people with aspirations to serve the community to join the civil service and to enable young people to better plan their future career development, starting from this year, the Government will expand the pool of eligible candidates for civil service jobs requiring an undergraduate degree to students advancing to their third year of undergraduate studies (in a four-year curriculum) in the new academic year or those currently in their third year of undergraduate studies. Recommended candidates will be granted a conditional offer and will join the Government upon graduation.

The Secretary for the Civil Service, Mrs Ingrid Yeung, met with representatives of eight University Grants Committee-funded universities at the Central Government Offices today (June 1) to exchange views on how to encourage more university students on campus with aspirations to serve the community to join the civil service.

In the past, government departments/grades would generally consider only final year students or those who have already obtained the relevant qualifications during recruitment. Under the new initiative, departments/grades may, having regard to their manpower resources and operational needs, consider whether to expand the pool of eligible candidates to undergraduate or postgraduate students in their penultimate year of study, so they may apply for civil service jobs requiring an undergraduate or a postgraduate qualification. Such arrangements will be clearly set out in the recruitment advertisements. Successful candidates with conditional offers can join the civil service upon graduation, subject to their fulfillment of specified conditions, including the completion of the relevant academic qualification within a stipulated period of time.

Mrs Yeung said, "Every year, the Government conducts recruitment exercises for jobs of different professions and nature, providing a wide range of employment opportunities for graduates, young people and job seekers. For young people with aspirations to join the civil service, to serve the community and to contribute to the country, we hope to provide opportunities to them as early as possible and allow them to join the Government immediately upon graduation to realise their potential and fulfil their aspirations.

"This new initiative will be a win-win situation for young people, universities as well as the Government. Young people with aspirations to join the Government will be able to plan their careers early, focus on their studies and equip themselves after being offered a conditional appointment. Universities will be able to help more students interested in public services to plan ahead and better prepare themselves. The Government will be able to recruit talent as early as possible to infuse new blood into the civil service and build up a diverse talent pool."

She added, "As more and more public organisations and private enterprises have implemented similar initiatives, it is important for the Government to keep abreast with the times and recruit talent earlier. We will collaborate with universities and post-secondary institutions to provide details of the initiative to students in campuses."

公務員招聘考試安排

公務員事務局會因應上述措施調整相關公務員招聘考試的安排。

　　暫定今年十月（香港試場）和十二月（香港以外的試場）舉行的綜合招聘考試及《基本法及香港國安法》測試（學位／專業程度職系），以及十二月（香港及香港以外的試場）舉行的政務主任、二級行政主任、二級助理勞工事務主任、二級助理貿易主任、二級管理參議主任及二級運輸主任的聯合招聘考試（聯合招聘考試），將開放予持有學士學位人士和正就讀學士學位課程最後一年（即二○二三至二四學年畢業）的學生，及二○二四至二五學年畢業的大學生申請。

　　下一輪綜合招聘考試及《基本法及香港國安法》測試（學位／專業程度職系）暫定於今年八月（香港試場）和九月（香港以外試場）接受申請，至於聯合招聘考試（香港及香港以外試場）則暫定於九月接受申請。

　　預計不同部門／職系會陸續公布類似安排，有意提早投考公務員職位的人士屆時請留意有關招聘和考試的詳情。

Civil service recruitment examination arrangements

The Civil Service Bureau will adjust the arrangements of the relevant civil service recruitment examinations in light of the above initiative.

The Common Recruitment Examination (CRE) and the Basic Law and National Security Law Test (Degree/Professional Grades) (BLNST) tentatively scheduled for October (in Hong Kong) and December (in cities outside Hong Kong) this year, and the Joint Recruitment Examination for Administrative Officer, Executive Officer II, Assistant Labour Officer II, Assistant Trade Officer II, Management Services Officer II and Transport Officer II (JRE) scheduled for December (in Hong Kong and cities outside Hong Kong) will be open to persons holding a bachelor's degree, final year undergraduate students (i.e. graduating in the 2023-24 academic year), and penultimate year undergraduate students graduating in the 2024-25 academic year.

The next round of the CRE and BLNST is tentatively scheduled to be open for application in August (for examinations in Hong Kong) and September (for examinations outside Hong Kong) this year, while the JRE (for examinations in and outside Hong Kong) is tentatively scheduled to be open for application in September.

It is expected that similar arrangements will be announced by different departments/grades. Those who wish to apply for civil service jobs early are advised to pay attention to the recruitment and examination details concerned.
