(a) (i) 在香港中學文憑考試五科(包括中國語文科或英國語文科)取得第3級或同等水平(註1)或以上的成績,或具備同等學歷;或
(ii) 在香港高級程度會考兩科高級程度科目取得E級或以上成績,以及在香港中學會考另外三科(包括中國語文科或英國語文科)取得第3級(註2)/C級或以上成績,或具備同等學歷;以及
(b) 符合語文能力要求,即在香港中學文憑考試或香港中學會考中國語文科及英國語文科取得第2級(註2)或以上成績,或具備同等學歷;並且能操流利粵語。
註: (1) 政府在聘任公務員時,香港中學文憑考試應用學習科目(最多計算兩科)「達標並表現優異」成績,以及其他語言科目C級成績,會被視為相等於新高中科目第3級成績;香港中學文憑考試應用學習科目(最多計算兩科)「達標」成績,以及其他語言科目E級成績,會被視為相等於新高中科目第2級成績。
(2) 政府在聘任公務員時,2007年前的香港中學會考中國語文科和英國語文科(課程乙)C級及E級成績,在行政上會分別被視為等同2007年或之後香港中學會考中國語文科和英國語文科第3級和第2級成績。
(3) 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,政府會測試應徵公務員職位人士的《基本法》知識。申請人在基本法測試的表現會佔其整體表現的一個適當比重。
職責: 二級社會保障主任主要負責:
(a) 協助社會保障辦事處/辦公室/組別管理日常事務;
(b) 監督和監管社會保障助理職系及其他職系員工的表現;
(c) 就社會保障援助金額作出授權/建議,並處理多付/少付款項的個案;
(d) 協助實施、管理和檢討社會保障政策及計劃的工作;
(e) 調查和審核詐騙個案;
(f) 協助處理社會保障電腦系統的維護事宜,並進行相關的行政工作;以及
(g) 為社會保障職系員工安排及舉辦培訓課程。

(註: 二級社會保障主任或須擔任戶外工作和執行緊急職務;以及不定時、隨時候召或上班候命工作。)
聘用條款: 獲取錄的申請人會按公務員試用條款受聘,試用期為三年。通過試用關限後,或可獲考慮按當時適用的長期聘用條款聘用。
附註: (a) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。

(e) 頂薪點的資料只供參考,該項資料日後或會作出更改。
(f) 附帶福利包括有薪假期、醫療及牙科診療。在適當情況下,公務員更可獲得房屋資助。
(g) 如果符合訂明入職條件的應徵者人數眾多,招聘部門可以訂立篩選準則,甄選條件較佳的應徵者,以便進一步處理。在此情況下,只有獲篩選的應徵者會獲邀參加招聘考試╱面試。
(h) 政府的政策,是盡可能安排殘疾人士擔任適合的職位。殘疾人士申請職位,如其符合入職條件,毋須再經篩選,便會獲邀參加面試╱筆試。在適合受聘而有申報為殘疾的申請人和適合受聘程度相若的其他申請人當中,招聘當局可給予前者適度的優先錄用機會。有關政府聘用殘疾人士的政策及其他相關措施載列於《用人唯才:殘疾人士申請政府職位》的資料冊內。申請人可於公務員事務局互聯網站參閱該資料冊,網址如下:http://www.csb.gov.hk 內的“公務員隊伍的管理-聘任”。
(i) 持有本港以外學府╱非香港考試及評核局頒授的學歷人士亦可申請,惟其學歷必須經過評審以確定是否與職位所要求的本地學歷水平相若。有關申請人須郵寄修業成績副本及證書副本到查詢地址。
(j) 在臨近截止申請日期,接受網上申請的伺服器可能因為需要處理大量申請而非常繁忙。申請人應盡早遞交申請,以確保在限期前成功於網上完成申請程序。
申請手續: 申請表格〔通用表格第340號(3/2013修訂版)〕可於民政事務總署各區民政事務處民政諮詢中心或勞工處就業科各就業中心索取。該表格也可從公務員事務局互聯網站(http://www.csb.gov.hk)下載。申請人須在申請表格上詳列其學歷、資歷及工作經驗。有關資料應包括–
(a) 由中學起在公開考試中所有報考科目的成績級別;以及
(b) 就業紀錄連同詳細的職責說明。

以親身或郵寄方式遞交的申請書須於截止申請日期或之前送達查詢地址(如以郵寄方式提交申請,申請日期以信封上郵戳所示者為準),信封面上須註明「申請二級社會保障主任職位」。為避免郵件過期或未能成功派遞,在投寄前請確保信封面已清楚寫上正確地址及已貼上足夠郵資。所有郵資不足的郵件將不會派遞至本署,並會由香港郵政按情況退還寄件人或銷毀。申請人須自行承擔因未有支付足夠郵資而引致的任何後果。申請人亦可透過公務員事務局互聯網站(http://www.csb.gov.hk)作網上申請。

持有本地院校/香港考試及評核局所頒授學歷的申請人,在現階段毋須遞交修業成績表/文憑/證書/其他証明文件副本。至於持有非本地學歷的人士,則須連同填妥的申請書提交修業成績表/文憑/證書/其他証明文件副本。在網上遞交申請的人士,須在截止申請日期後一星期內把所需的証明文件副本郵寄至查詢地址,並在信封面上及每張文件副本上註明申請職位的名稱及網上申請編號。

逾期遞交、未填妥、非使用指定申請書、未提供所需證明文件的申請或以傳真、電郵方式遞交的申請概不受理。

申請人請盡量在申請表格上提供一個電郵地址。申請人如獲選參加面試,通常會在截止申請日期後約十至十四個星期內接獲通知(以電郵或郵寄方式)。如申請人未獲邀參加面試,則可視作經已落選。

Job Title: Social Security Officer II
Salary: Master Pay Scale Point 10 ($22,865 per month) to Master Pay Scale Point 27 ($53,195 per month)
Entry Requirements: Candidates should have –
(a) (i) Level 3 or equivalent [See Note (1)] or above in five subjects, including Chinese Language or English Language, in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent; or
(ii) Grade E or above in two subjects at Advanced Level in the Hong Kong Advanced Level Examination and Level 3 [See Note (2)] /Grade C or above in three other subjects, including Chinese Language or English Language, in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent; and
(b) met the language proficiency requirements of Level 2 [See Note (2)] or above in Chinese Language and English Language in the HKDSEE or HKCEE, or equivalent; and be able to speak fluent Cantonese.
Note: (1) For civil service appointment purpose, “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2) For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
Duties: A Social Security Officer II is mainly deployed on -
(a) assisting in the day-to-day management of a social security field unit/office/section;
(b) supervising and monitoring performance of staff of Social Security Assistant grade and other grades;
(c) authorising/recommending social security payments and handling overpayment/underpayment cases;
(d) assisting in implementing, administering and reviewing social security policies and schemes;
(e) investigating and assessing fraud cases;
(f) assisting in the maintenance and administration of the Computerised Social Security System; and
(g) organising and conducting training courses for staff of social security grades.

(Note: A Social Security Officer II may be required to undertake outdoor work and emergency relief duties; and work irregular hours and perform on-call or stand-by duties.)
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address.
(j) Towards the application deadline, our online system would likely be overloaded due to large volume of applications. To ensure timely completion of your online application, it is advisable to submit the application as early as possible.
How to apply: Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk). Applicants must provide a detailed account of their academic attainments, professional qualifications and working experience in their applications. The information should include –
(a) gradings of all subjects taken in public examinations from secondary education onwards; and
(b) employment records with detailed description of duties.

Applications submitted in person or by post should reach the enquiry address on or before the closing date for application (the postmark date on the envelope will be regarded as the date of application). Please specify on the envelope “Application for the post of Social Security Officer II”. To avoid delayed and unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. Applicants may also apply online through the Civil Service Bureau's website (http://www.csb.gov.hk).

For qualifications awarded by local institutions/Hong Kong Examinations and Assessment Authority, copies of the relevant transcripts/diplomas/certificates/other qualification documents are not required to be submitted at this stage of application. As for qualifications obtained from institutions outside Hong Kong, copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted together with the completed application forms. For applicants who apply on-line, they should submit copies of the required supporting documents by post to the enquiry address within one week after the close of application period. The title of the post being applied for and on-line application number should be quoted on the envelope and on every page of the copies of the documents.

Applications which are late or incomplete, applications not made in the prescribed application forms, applications without the required supporting documents or applications submitted by fax or email will not be considered.

Applicants are encouraged to provide their email addresses on the application forms. Candidates who are selected for interview will normally receive an invitation (by email or by post) in about 10 to 14 weeks from the closing date for applications. Those who are not invited for interview may assume that their applications are unsuccessful.
