入職條件: 申請人必須(a)已完成中四學業,其中修讀科目應包括數學,或具備同等學歷;(b)中文文書處理速度達每分鐘20字及英文文書處理速度達每分鐘30字,並具備一般商業電腦軟件的應用知識[註(1)];以及(c)具備相當於中四程度的中英文語文能力[註(2)-(4)]。
註: (1) 申請人如獲邀參加中文及英文文書處理速度測驗及一般商業電腦軟件(包括Microsoft Office Word 2016及Excel 2016)應用知識測驗(簡稱「技能測驗」),通常會在2021年2月或之前接獲通知。申請人如未獲邀參加技能測驗,可視作已經落選。申請人可於公務員事務局網站參閱此招聘計劃的進度(http://www.csb.gov.hk/tc_chi/grade/cs/2324.html)。
(2) 就此職位的聘任而言,中四期終試、中五或以上任何一次考試的中國語文科/英國語文科及格或以上的成績,在行政上會分別獲接納為符合中四程度的中文/英文語文能力要求。中四以上的考試成績,包括在香港中學文憑考試或香港中學會考中國語文科/英國語文科取得2級或以上的成績、國際普通中學教育文憑(IGCSE)/英國普通中學教育文憑(GCSE)/普通教育文憑(普通程度)(GCE O Level)中國語文科/英國語文科取得D級或以上的成績,以及毅進計劃全科畢業證書/毅進文憑/基礎文憑/基礎課程文憑,亦會獲接納。
(3) 申請人如持有較註(2)所述者更高的考試成績/學歷,例如綜合招聘考試中文/英文運用試卷成績、國際英語水平測試制度(IELTS)學術模式考試成績或非本地學歷,在經個別審核被評為符合相關語文能力要求後,亦會獲得考慮。
(4) 為加快審核申請人的語文能力,申請人須在申請表格[G.F. 340 (Rev. 3/2013)]中學歷下的表I-公開考試成績,提供本地/非本地公開考試的中國語文科及英國語文科成績,以及在學歷下的表II-就學詳情,提供中四或以上校內考試(視乎何者適用而定)的中國語文科及英國語文科成績。
(5) 由於審核個別申請人的學歷/語文能力需時,申請人獲邀參加技能測驗或遴選面試,並不表示已符合此職位的入職條件。
(6) 由於邀請信或通知信將以電郵方式發送,申請人須於申請表格[G.F. 340 (Rev. 3/2013)]上提供正確的電郵地址,並有責任查閱有關電郵,以確保邀請信或通知信妥為收悉。
(7) 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,政府會測試應徵公務員職位人士的《基本法》知識。獲邀參加遴選面試的申請人,須在面試中回答口頭提問,以測試其對《基本法》的認識。政府只會在兩名申請人的整體表現相若時,才參考申請人在《基本法》知識測試中的表現。
(8) 申請人如已就2020年7月24日刊登的招聘廣告申請助理文書主任職位,並且符合資格參加技能測驗,只須就兩個職位(即文書助理及助理文書主任)的申請參加一次技能測驗。測驗成績會用於評核申請人是否符合資格參加個別職位的遴選面試。
職責: 文書助理主要執行與下列一項或多項職能範圍有關的一般文書職責,其中可能涉及單一或多個範疇的職務:(a) 一般辦公室支援服務;(b) 人事;(c) 財務及會計;(d) 顧客服務;(e) 發牌及註冊;(f) 統計職務;(g) 資訊科技支援服務;以及(h) 其他部門支援服務。文書助理會被派往本港各區的政府辦事處工作,在執行職務時須應用資訊科技;以及可能須不定時或輪班工作,並穿着制服當值。
聘用條款: 獲取錄的申請人通常會按公務員試用條款受聘三年。通過試用關限後,或可獲考慮按當時適用的長期聘用條款受聘[附註(d)]。
附註: (a) 申請人於獲聘時必須已成為香港特別行政區永久性居民。
(b) 作為提供平等就業機會的僱主,政府致力消除在就業方面的歧視。所有符合基本入職條件的人士,不論其殘疾、性別、婚姻狀況、懷孕、年齡、家庭崗位、性傾向和種族,均可申請本欄內的職位。

Job Title: Clerical Assistant
Salary: Master Pay Scale Point 1 (HK$13,735 per month) to Master Pay Scale Point 10 (HK$24,070 per month) [General Notes (e)].
Entry Requirements: Candidates should have (a) completed Secondary 4 with subjects studied including Mathematics, or equivalent; (b) Chinese word processing speed of 20 words per minute and English word processing speed of 30 words per minute, and knowledge in the application of common business software [Notes (1)]; and (c) attained a level of proficiency in Chinese Language and English Language equivalent to Secondary 4 standard [Notes (2) - (4)].
Note: (1) Candidates who are selected to attend the Chinese and English word processing speed test and the test on the application of common business software of Microsoft Office Word 2016 and Excel 2016 (skills test) will normally receive an invitation by February 2021. Those who are not invited for the skills test may assume that their applications are unsuccessful. Candidates are invited to visit the Civil Service Bureau’s website on the latest progress of the recruitment exercise (http://www.csb.gov.hk/english/grade/cs/2324.html).
(2) For the purpose of appointment to this post, a pass result or above in Chinese Language/English Language in the final examination of Secondary 4 or any one of the examinations of Secondary 5 or above is accepted administratively as meeting the Chinese/English language proficiency requirement at Secondary 4 level respectively. Results at a level higher than Secondary 4, including Level 2 or above in Chinese Language/English Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE); or Grade D or above in Chinese Language/English Language in IGCSE/GCSE/GCE O Level; or a full Project Yi Jin Certificate/Yi Jin Diploma/Diploma Yi Jin/Foundation Diploma/Diploma of Foundation Studies are also accepted for the existing purpose.
(3) Applicants holding examination results/qualifications at higher standard than those in (2) above, such as results in the Use of Chinese paper/Use of English paper in the Common Recruitment Examination and the Academic Module of International English Language Testing System (IELTS), and non-local qualifications will also be considered subject to their meeting the language proficiency requirements upon individual assessment.
(4) To expedite the assessment on candidates’ language proficiency, candidates should provide the results in Chinese Language and English Language obtained in local/non-local public examinations in Table(I) “Public Examination Results” under “Academic Attainment” of the Application Form [G.F. 340 (Rev. 3/2013)] and provide the results in Chinese Language and English Language obtained in the examinations of Secondary 4 or above in Table(II) “Education” under “Academic Attainment”, wherever applicable.
(5) As it takes time to assess the qualifications/language proficiency of individual candidate, an invitation to the skills test or selection interview does not imply that the candidate has met the entry requirements of the post.
(6) As invitations or notifications will be sent to candidates by email, candidates should provide an accurate email address in the Application Form [G.F. 340 (Rev. 3/2013)]. Candidates are responsible for checking their emails to ensure that invitations or notifications will be duly received.
(7) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. Candidates who are invited to attend the selection interview will be tested orally on their BL knowledge during the selection interview. The BL test result will be taken into account only if two candidates are considered equal in all other aspects.
(8) Candidates who have also applied for the post of Assistant Clerical Officer in response to the recruitment advertisement published on 24 July 2020 and who are qualified for the skills test will only be required to attend one skills test for the two posts (i.e. Clerical Assistant and Assistant Clerical Officer). The test results will be used to assess whether the candidates have met the requirement for attending the selection interview for the respective post.
Duties: A Clerical Assistant is mainly deployed on general and basic clerical duties which may involve multi-tasks relating to one or a combination of the following functional areas: (a) general office support; (b) personnel; (c) finance and accounts; (d) customer service; (e) licensing and registration; (f) statistical duties; (g) information technology support; and (h) other departmental support. A Clerical Assistant is subject to posting to any government offices in any districts of Hong Kong; is required to use information technology applications in the discharge of duties; and may be required to work irregular hours or shifts and wear uniform at work.
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms [General Notes (d)].
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the skills test/selection interview without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of supporting documents.
(j) In view of possible overloading of the on-line system towards the application deadline and service adjustment of the Hongkong Post when appropriate, applicants are encouraged to submit applications as early as possible.
