(c) 於取得學士學位後,在教學及以下一個或多個範疇至少具有12年全職工作經驗:課程發展、師資培訓、視學、學校行政、校本支援服務、與教育有關的研究及評估項目,其中至少五年須在教育界擔任高層管理職位或主要行政職位。具備近年在本地教育界包括教育機構及學校的服務經驗者,可獲優先考慮;
(d) 了解本港教育制度近年的發展,尤其是現今課程發展和教育改革的趨勢;
(e) 具備良好的溝通技巧及人際關係,並具政治觸覺;
(f) 具良好的中英文會話及書寫能力,並能以普通話溝通;以及
(g) 在《基本法及香港國安法》測試取得及格成績(註)。
註: 政府會測試所有應徵本職位人士的《基本法》及《香港國安法》知識。在《基本法及香港國安法》測試取得及格成績是本職位的入職條件。申請人必須在《基本法及香港國安法》測試中取得及格成績方會獲考慮聘用。
如申請人在申請本職位時仍未曾參加相關的《基本法及香港國安法》測試或未曾在相關的《基本法及香港國安法》測試考獲及格成績,仍可作出申請。他們會被安排在招聘過程中參加相關《基本法及香港國安法》測試。
職責: 課程發展處總監隸屬教育局常任秘書長及教育局副秘書長,其主要職務和職責如下:
(a) 督導中小學語文教育、人文教育、愛國主義教育、體藝教育、價值觀教育和相關學習領域及科目的課程發展、檢視及優化工作;
(b) 擔任課程發展議會副主席,協同創新科技教育分部督導及指示課程發展處為議會和其轄下委員會提供秘書處服務,以及支援和跟進各項議會和其轄下委員會為推動幼稚園、中小學課程發展提出的建議;
(c) 就語文教育、人文教育、愛國主義教育、價值觀教育和相關學習領域及科目制定、統籌及監察課程支援及推行策略,包括提供課程指引、舉辦教師培訓、編制及審訂學與教資源、組織學生學習活動;
(d) 與相關部門和不同持份者溝通協作,進行資料蒐集和評估研究,以回饋、監察及優化課程發展;
(e) 領導課程發展處與香港考試及評核局合作,提升學校的評估素養,確保香港中學文憑考試與高中課程協調;以及
(f) 統籌幼稚園、中小學的整體課程發展,就檢視和促進各學習階段的銜接提供專業意見。
聘用條款: 獲取錄者將按非公務員條款受聘,為期三年,續約與否由政府全權決定。獲取錄者並非公務員,不會享有獲調派、晉升或轉職至公務員職位的資格。
福利: 本職位的基本入職薪金為每月194,825元。整套薪酬福利條件包括約滿酬金、例假連度假旅費津貼、以非實報實銷現金津貼形式提供的房屋福利(須視乎獲取錄者是否符合提供該等福利相關條文所列明的申領準則),以及醫療保險計劃涵蓋的醫療福利和牙科保險計劃涵蓋的牙科福利。獲取錄者須根據《強制性公積金計劃條例》(第485章)的條款,參加一個強制性公積金(強積金)計劃並作出僱員供款。在圓滿履行合約後,可獲發約滿酬金。約滿酬金加上政府向強積金計劃作出的供款,相當於其在合約期間所得底薪總額的15%。
附註: (a) 非公務員職位並不是公務員編制內的職位。應徵者如獲錄用,將不會按公務員聘用條款和服務條件受聘。獲聘的應徵者並非公務員,不會享有獲調派、晉升或轉職至公務員職位的資格。

Job Title: Chief Executive, Curriculum Development Institute
Salary: $194,825 per month
Entry Requirements: Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should have –
(a) a bachelor degree from a Hong Kong university, or equivalent; plus a higher degree in education;
(b)(i) a Bachelor of Education (BEd)/ Postgraduate Certificate in Education (PGCE) / Postgraduate Diploma in Education (PGDE) from a Hong Kong tertiary education institution, or equivalent; or
(ii) a teacher's certificate awarded by the former Colleges of Education or the former Hong Kong Institute of Education, or equivalent;
(c) at least 12 years' post-first degree experience in teaching and one or more of the following areas on a full-time basis: curriculum development, teacher education, inspection of schools, school administration, school-based support service, research and assessment projects related to education. At least five out of the 12 years should be at the senior management level or in a key administrative position in the field of education. Recent experience in the local education field including institutions and/or schools will be an advantage;
(d) awareness of recent developments in the education system with particular reference to current trends in curriculum development and education reforms in Hong Kong;
(e) good communication and interpersonal skills with political acumen;
(f) good command of spoken and written Chinese and English; with the ability to communicate in Putonghua; and
(g) a pass result in the Basic Law and National Security Law Test (Note).
Note: All applicants will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Test is an entry requirement for the position. Only those candidates who have passed the Basic Law and National Security Law Test will be considered for appointment.
For candidates who have not taken the relevant Basic Law and National Security Law Test or have not attained a pass result in the relevant Basic Law and National Security Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant Basic Law and National Security Law Test during the recruitment process.
Duties: Reporting to the Permanent Secretary for Education, through Deputy Secretary for Education, the Chief Executive, Curriculum Development Institute has the following major duties and responsibilities –
(a) to steer the curriculum development, review and optimisation of language education, humanities education, patriotic education, physical education and arts education, values education and related key learning areas and subjects at primary and secondary levels;
(b) to serve as the Vice Chairman of the Curriculum Development Council, and in collaboration with the Innovation Technology Education Division, steer and direct the Curriculum Development Institute (CDI) in providing secretariat services to the Council and its committees, and to support and follow up the recommendations made by the Council and its committees for promoting curriculum development in kindergartens, primary and secondary schools;
(c) to formulate, co-ordinate and monitor curriculum support and implementation strategies for language education, humanities education, patriotic education, values education and related key learning areas and subjects, including providing curriculum guidelines, organising teacher training, compiling and reviewing learning and teaching resources, and organising student learning activities;
(d) to communicate and collaborate with relevant departments and different stakeholders to conduct data collection and evaluation research to inform, monitor and optimise curriculum development;
(e) to lead CDI to collaborate with the Hong Kong Examinations and Assessment Authority to enhance the assessment literacy of schools and ensure the alignment of the Hong Kong Diploma of Secondary Education Examination with the senior secondary curriculum; and
(f) to co-ordinate the overall curriculum development for kindergartens, primary and secondary schools, and provide professional advice on reviewing and facilitating the interface between different learning stages.
Terms of Appointment: The successful candidate will be appointed on non-civil service terms for three years, which is renewable at the Government's discretion.The appointee is not a civil servant and will not be eligible for posting, promotion or transfer to any posts in the Civil Service.
Fringe Benefits The basic entry salary is $194,825 per month. The remuneration package includes an end-of-agreement gratuity, vacation leave with leave passage allowance, housing benefits in the form of non-accountable cash allowance (subject to the meeting of the eligibility criteria as stipulated in the regulations relating to the provision of such benefits), medical and dental benefits covered by medical insurance scheme and dental insurance scheme respectively. He/she will be subject to the provisions of the Mandatory Provident Fund Schemes Ordinance (Cap. 485) and will be required to make employee's contribution to a Mandatory Provident Fund (MPF) scheme. Upon satisfactory completion of the agreement, the appointee will be eligible for an end-of-agreement gratuity which, when added together with the Government's contribution to the MPF scheme, equals 15% of the total basic salary of the position drawn during the agreement period.
