Candidates should have –
(a)(i) a bachelor’s degree in Information Technology or Computer Science from a Hong Kong university, or equivalent; or
(ii) a bachelor’s degree and an Information Technology or Computer Science related diploma from a Hong Kong university, or equivalent;
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note 1];
(c) at least 5 years’ post-qualification full-time IT working experience, including at least 2 years’ hands-on experience in systems development and support in Linux and Windows Server environment and at least 3 years’ experience in systems programming or technical support of systems software;
(d) experience in supporting office automation services such as Departmental Portal, wireless network, Lotus Notes email, LanCrypt server, etc.;
(e) experience in vendor management and procurement of products or services;
(f) experience in Google Search Appliance (GSA) such as Java scripting, XML coding and XSLT stylesheet; and
(g) experience in server security, system hardening implementation and reviewing IT security procedures.
Preference will be given to candidates having -
(a) qualification in Certified Information Systems Security Professional (CISSP); or
(b) qualification in Certified Cisco Network Associate (CCNA).
(1) For the purpose of appointment of non-civil service contract staff, “Grade E” in Chinese Language and English Language (Syllabus B) in previous HKCEE is accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(2) Candidates should attach to the application form a resume detailing the qualifications attained, previous job responsibilities and experience possessed which are related to the requirements of this post.
(a) Conduct system design of computer systems;
(b) write programs and enhance / maintain existing programs;
(c) prepare project reports and specifications;
(d) perform quality assurance and acceptance of contractor’s deliverables and services;
(e) monitor the maintenance and enhancement activities;
(f) provide enhancement and system support services to systems of PlanD;
(g) provide helpdesk services on office automation, network and IT security of PlanD;
(h) evaluate hardware and software solutions and explore the necessary customization to solution in the perspectives for rollout and user support; and
(i) provide technical advice to management and users.
Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for one year.
An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal 10% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
