Applicants should have -
(a) a Hong Kong bachelor degree, or equivalent;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE)/ Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Note below];
(c) at least 7 years’ post-qualification experience in administrative and executive work, preferably with some experience at managerial level. Knowledge or experience in advertising and marketing, youth-related campaigns, event management, government or public sector work will be an advantage;
(d) high proficiency in using email, internet and PC applications, including MS Word, Excel and PowerPoint, reasonable knowledge of public facing web portal, social media platforms, FLASH, Photoshop, HTML and XML, etc.;
(e) excellent command of both written and spoken English and Chinese. Putonghua will be an added advantage;
(f) strong planning, organisational, analytical skills and ability to work independently under pressure; and
(g) good communication and interpersonal skills.
For appointment purpose, “Grade C” in Chinese Language and English Language (Syllabus B) in HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(1) To review existing promotional e-platforms of the Commission on Youth, the Committee on Promotion of Civic Education and the Home Affairs Bureau (in relation to its youth initiatives) in consultation with relevant subject teams and develop on-line marketing strategies;
(2) To implement and manage the publicity activities, including preparing quotation documents to procure suitable service providers to deliver the desirable mode of services;
(3) To produce and edit textual contents for relevant websites (including planning research, script-writing and translations between Chinese and English);
(4) To collaborate with other team members/parties in the preparation and content production of relevant websites;
(5) To review the social media platform(s) in consultation with relevant subject teams, draw up guidelines, manage the social media marketing campaigns, and supervise interaction techniques on social media sites;
(6) To review and revamp website design in consultation with relevant subject teams, if and when required;
(7) To monitor and report on the effectiveness of on-line marketing strategies and campaigns;
(8) To provide support in organisation and implementation of youth development activities organised by Home Affairs Bureau and/or the Commission on Youth; and
(9) To perform any other duties as and when required.
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for a period of 12 months.
A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 10% of the total basic salary drawn during the contract period. In addition to statutory holidays, 12 days paid annual leave, maternity leave and sickness allowance will be granted to the applicant. Details of which will be confirmed at the time of the offer of appointment.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
