(四) 具備良好的電腦知識和軟件應用技巧,包括中英文文書處理、試算表、簡報及數據庫管理;
(五) 具備良好組織能力、人際溝通技巧及表達能力;以及
(六) 能於壓力下工作、有強烈的責任感及能獨立工作。
註: (一) 綜合招聘考試的中文運用及英文運用試卷的成績分為「二級」、「一級」或「不及格」,並以「二級」為最高等級。

(二) 香港中學文憑考試中國語文科「第5級」或以上成績;或香港高級程度會考中國語文及文化、中國語言文學或中國語文科「C」級或以上的成績,會獲接納為等同綜合招聘考試中文運用試卷的「二級」成績。

(三) 香港中學文憑考試英國語文科「第5級」或以上成績;或香港高級程度會考英語運用科或General Certificate of Education (Advanced Level) English Language科「C」級或以上成績,會獲接納為等同綜合招聘考試英文運用試卷的「二級」成績。

(四) 在International English Language Testing System (IELTS)學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績,在IELTS考試成績的兩年有效期內,會獲接納為等同綜合招聘考試英文運用試卷的「二級」成績。IELTS考試成績必須在職位申請期內其中任何一日有效。
職責: (一) 就大學教育資助委員會(教資會)研究評審工作及相關項目的推行提供行政支援,包括籌備評審小組及提供支援、制定及執行運作指引及程序、協調顧問工作、統籌及聯繫持份者包括院校和評審小組等,以處理院校遞交的研究項目和安排評審、籌備會議/活動,以及於研究評審工作的各階段執行相關職務;
(二) 協助教資會秘書處進行教資會資助界別的規劃工作,並為相關的工作小組提供行政支援;
(三) 就落實各項政策或教資會/研究資助局(研資局)推行的研究資助計劃提供行政支援,包括處理經大學遞交的研究資助申請、聯絡學科小組成員及外部評審員,以統籌研究資助申請的評核工作、在評審過程中提供相關的秘書處支援等,並就受資助項目的監察和評核工作提供行政支援;
(四) 協助落實推行香港未來人才深造獎學金計劃,並為計劃的甄選及監督工作提供行政支援;
(五) 為教資會/研資局轄下的工作小組及委員會提供秘書服務,包括學科小組成員的委任事宜、備存小組成員的利益申報、定期檢討小組成員名單等,、為研究資助計劃及教資會/研資局轄下的工作小組的相關會議及活動提供秘書處支援,包括編制統計數據及協助草擬會議文件/會議紀錄等;
(六) 就教資會資助界別的教務發展事宜提供政策支援,包括協助整理資料,進行數據分析和文獻研究,及草擬相關報告、建議、文件和簡報等;
(七) 就教資會推出的計劃及項目提供項目管理支援,包括協助執行、推廣、檢討及其他相關工作;
(八) 提供一般辦公室運作和人事工作上的行政支援(包括來自不同政府部門、立法會、各教資會資助大學、媒體及公眾的查詢),監督文書人員的工作,並處理一般辦公室行政及檔案管理事宜;
(九) 就研究生相關事宜提供行政支援;以及
(十) 履行其他受指派的工作。
聘用條款: 申請人如獲聘用,將按非公務員合約條款聘任,一般為期12個月。有關約滿後的續約事宜需視乎秘書處的服務需要,以及受聘者的工作表現及行為。
福利: (一) 如受聘人在合約期內工作表現和行為持續良好,會獲得約滿酬金。該筆酬金,連同秘書處按照《強制性公積金計劃條例》的規定為受聘人向強制性公積金計劃所作的供款,金額合共為合約期內支取的薪酬總額的10%;以及
(二) 受聘人可享有每年12天的有薪年假、休息日和法定假期(或代替假日),以及《僱傭條例》規定而又適用的產假、侍產假及疾病津貼。
附註: (一) 非公務員職位並不是公務員編制內的職位。應徵者如獲聘用,將不會按公務員聘用條款和服務條件聘用。獲聘的應徵者並非公務員,並不會享有獲調派、晉升或轉職至公務員職位的資格。
(二) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。

Job Title: Research Administrator I
Salary: HK$64,780 per month
Entry Requirements: (a) have a Hong Kong bachelor’s degree, or equivalent;
(b) have a minimum of five years’ post-degree full-time working experience in the executive and/or administrative support positions. Preference will be given to candidates with experience in event or project management or working experience in the administration of public research funding schemes and/or related support in the Government and/or higher education sector;
(c) with excellent command of spoken and written Chinese (including Putonghua) and English. The candidates should have met the language proficiency requirements of “Level 2” results in the two language papers of Use of Chinese (UC) and Use of English (UE) in the Common Recruitment Examination (CRE), or equivalent [See Note];
(d) good computer skills and knowledge of computer software, including Chinese and English word-processing, spreadsheet, powerpoint presentation and database management;
(e) have good organisation, communication, interpersonal and presentation skills; and
(f) able to work under pressure and have a strong sense of responsibility as well as the ability to work independently.
Note: (a) Candidates’ results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as “Level 2”, “Level 1” or “Fail”, with “Level 2” being the highest.
(b) “Level 5” or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade “C” or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to “Level 2” in the UC paper of the CRE.
(c) “Level 5” or above in English Language of the HKDSEE; or Grade “C” or above in Use of English of the HKALE; or Grade “C” or above in English Language of the General Certificate of Education (Advanced Level), are accepted as equivalent to “Level 2” in the UE paper of the CRE.
(d) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to “Level 2” in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
Duties: (a) To provide executive support to the implementation of the University Grants Committee (UGC)’s Research Assessment Exercise and related initiatives, including formation of and support to assessment panels, development and implementation of operational guidelines and procedures, engagement of consultants, coordination and liaison with stakeholders including universities and assessment panels, etc. for processing of submissions from universities and arranging assessment of the submissions, organisation of meetings / events and carry out related duties through different stages of the Exercise;
(b) To assist the UGC Secretariat in conducting the Planning Exercise for the UGC-funded sector, and to provide executive support to the relevant working group;
(c) To provide executive support to the implementation of various policy initiatives and the UGC/ Research Grants Council (RGC)’s research funding schemes, including handling research grant applications from universities, coordinating proposal assessment by external reviewers and panel members, and provide secretarial support to the selection process, etc.; as well as the monitoring and assessment of funded projects;
(d) To assist in the implementation of the Hong Kong Future Talents Scholarship Scheme for Advanced Studies, and to provide executive support on the assessment and monitoring of the Scheme;
(e) To provide secretarial service to working groups, panels and sub-committees under the UGC/ RGC, including appointments matters of panel membership and maintaining registers of interests, regular review on membership, etc.; and to provide secretarial support to meetings and events in relation to the research funding schemes and working groups under the UGC/ RGC, etc., including compiling statistics and preparing draft discussion papers/minutes of meetings, etc.;
(f) To provide policy support on matters relating to the academic development of the UGC-funded sector, including to compile information, carry out data analysis and literature review, and prepare relevant reports, proposals, papers and presentations, etc.;
(g) To provide project management support to the initiatives launched by the UGC, including its implementation, promotion, review and other related work;
(h) To provide executive support in general office administration and personnel matters (including the handling of enquiries from other Government bureaux/departments, LegCo, UGC-funded universities, media and public), supervise the work of clerical staff and handle general office administration matters and records management of the team;
(i) To provide executive support to Research Postgraduate students related matters; and
(j) To perform other duties as assigned.
Terms of Appointment: The successful candidate will be appointed on non-civil service contract terms for normally 12 months. Renewal of contract will be subject to service needs, and the candidate’s performance and conduct.
Fringe Benefits (a) A contract-end gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Secretariat to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 10% of the total basic salary received during the contract period; and
(b) Annual leave is 12 days per annum plus rest days and statutory holidays (or substituted holidays). Maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance.
General Notes: (a) Non-civil service vacancies are not posts on the civil service establishment. Candidates appointed are not on civil service terms of appointment and conditions of service. Candidates appointed are not civil servants and will not be eligible for posting, promotion or transfer to any posts in the Civil Service.
(b) Candidates appointed must be permanent residents of the Hong Kong Special Administrative Region unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (h) For general awareness, the HKCEE is comparable to the standard attainable under Level 2 of the Hong Kong Qualifications Framework (HKQF), whereas HKDSEE is comparable to the standard attainable under Level 3 of the HKQF. While there are other qualifications under HKQF Level 2 and Level 3 respectively, for the purpose of this recruitment exercise, only attaining the specified level / grade or above at five subjects in the HKCEE / HKDSEE or correspondingly equivalent qualifications is acceptable.
