高級行政主任
康樂及文化事務署(康文署)現按「退休後服務合約」計劃招聘符合下文所列入職條件的退休公務員或正在放取離職前休假並即將退休的公務員及辭職公務員出任高級行政主任的職位。
薪酬:
月薪港幣112,925元*,視乎合約訂明的工作時數。
* 或獲聘者任職公務員退休/離職前的實職薪點,以較低者為準

入職條件:
申請人必須為:
(1) 以截止申請日期當日起計算,於政府停止工作的首席行政主任、總行政主任或高級行政主任(以截止申請日期當日起計算,辭職公務員須於政府停止工作不多於三年);或
(2) 以截止申請日期當日起計算,正在放取離職前休假的首席行政主任、總行政主任或高級行政主任。
[註︰退休公務員按退休後服務合約計劃受僱的累計年期不得超過五年。]
職責:
獲聘者將協助策劃事務組處理以下職務:
(1) 擔任項目統籌,負責規劃、增建或重建現有設施,為開展工程做準備,有關工作包括就擬備工程規限聲明前所進行的評估聯絡建築署,就項目尋求民政事務局在政策上的支持,就建議的工程項目範圍諮詢區議會,擬備工程規限聲明以備妥技術可行性說明書,審議設施明細表;就概念設計圖則、設計草圖、工程需求及施工時間表聯絡建築署及各分部;就設計草圖諮詢海濱事務委員會轄下的專責小組及/或區議會,審核開支預算;以及與各政府部門就土地分配及其他項目相關事宜進行磋商等,以確保能適時為市民提供設施;
(2) 監察工程進度和修復欠妥工程,確保基本工程項目順利移交;出席/主持項目/地盤會議等,以確保能按照時間表及核准預算適時完成和移交項目;
(3) 代表部門出席跨部門會議,參與討論工程項目相關的事宜;就其他政府部門和私人發展商的項目,統籌部門各分部提出的意見,以確保符合公眾利益和達到部門的目標;
(4) 就工程項目,擬備區議會轄下委員會的文件和出席相關區議會會議;擬備項目的簡介資料;以及擬備與項目及規劃事宜有關的回覆,回應公眾人士及地區團體/諮詢組織的查詢;
(5) 督導負責籌劃工程項目及發展建議的相關人員;
(6) 整理與項目有關的報告、擬備參考資料,以及為出席與持份者及諮詢機構召開的會議的高層人員提供支援;以及
(7) 執行上級指派的其他職務。
聘用條款: 獲聘者將按「退休後服務合約」計劃的合約條款聘用,一般為期最長一年。獲聘者每周的工作日數為5天 (即總工作時數44小時)。康文署會根據運作需要,決定實際合約期值勤日和工作時數。
福利:
在適當的情況下,僱員可根據《僱傭條例》的規定享有休息日、法定假日(或代替假日)、年假(按合約訂明的每周工作時數而釐定每年22日年假)、產假/侍產假及疾病津貼。合約期一年或以上或可享有約滿酬金。如受僱人員圓滿完成合約期並且在合約期間持續行為及表現良好,或可獲發約滿酬金。該筆酬金加上政府按《強制性公積金計劃條例》(第485章)所作的供款,應相等於有關受聘期實得薪金總額的15%。
根據「不得享用雙重福利」規則,獲聘為退休後服務合約高級行政主任的公務員在放取離職前休假的重疊期間(即該人員的退休後服務合約期與公務員離職前休假的重疊期),不可享有約滿酬金福利,直至該人員正式離開公務員隊伍為止。
根據有關退休金法例,領取退休金的人員如出任「退休後服務合約」計劃下的職位,除非其已達正常或指定退休年齡,否則在其退休後服務合約期內,其每月退休金將會被暫停發放,直至其已達正常或指定退休年齡為止。
申請手續:
(1) 申請表格(G.F. 340[(3/2013修訂版)])可向民政事務總署各區民政事務處民政諮詢中心或勞工處就業科各就業中心索取。該表格亦可從公務員事務局互聯網站(http://www.csb.gov.hk)下載。
(2) 申請人只須填寫申請表格的以下部分:
l 申請職位名稱;
l A部的個人資料;
l 在A部的「截至目前為止的全部就業詳情」填報過往十年在政府任職的職位(包括非公務員合約/退休後服務合約崗位);
l A部的「在任職政府期間違反紀律的紀錄」;及
l C部的所有承諾及聲明。
申請人毋須夾附任何學歷或工作證明文件。
(3) 申請人須把填妥的申請表格,在截止申請日期或之前遞交或郵寄至查詢地址。請在信封面上註明「申請退休後服務合約計劃高級行政主任」。如以郵寄方式遞交申請,信封上的郵戳日期將視為遞交申請書的日期。為避免申請未能成功派遞,申請人在投寄前請確保信封面已清楚寫上正確地址及已貼上足夠郵資。任何郵資不足的郵件均會由香港郵政退回或銷毀。申請書如資料不全、逾期遞交、以傳真或電郵方式遞交、並未妥為簽署或非使用指定的申請表格,一概不予考慮。
(4) 申請人一般會在在截止申請日期後四至五星期內獲邀參加遴選面試。如申請人未獲邀參加遴選面試,則可視作已經落選。

Senior Executive Officer
The Leisure and Cultural Services Department (LCSD) is inviting applications for the position of Senior Executive Officer under the Post-Retirement Service Contract (PRSC) Scheme. Retired civil servants or retiring civil servants on final leave as well as resignees meeting the entry requirements stipulated below are eligible for applying for the said PRSC position.
Salary:
$112,925 per month*, depending on the contractual working hours agreed. * or to be determined according to the actual pay point of an appointed candidate before his/ her retirement from the civil service/ ceased work in the Government, whichever is lower. (Subject to the provisions prevailing at the time the offer of appointment is made)
Entry Requirements: Candidates should be – (1) Principal Executive Officers, Chief Executive Officers or Senior Executive Officers who have ceased work in the Government at the time of close of application (for resignees, they should have ceased work in the Government for not more than three years at the time of close of application); or (2) Principal Executive Officers, Chief Executive Officers or Senior Executive Officers on final leave at the time of close of application.
[Note: The aggregate employment period of a retired civil servant under the PRSC Scheme should not exceed five years.]
Duties:
The appointee is responsible for assisting the Planning Section with regard to the following –
(1) serving as project co-coordinator in planning new or improvement of existing facilities and preparing for their implementation, including liaising with Architectural Services Department (ArchSD) on pre-Project Definition Statements (PDS) assessment, seeking Home Affairs Bureau’s policy support for the projects, consulting District Councils (DCs) on the proposed project scope, preparing the PDS for completion of the Technical Feasibility Statements, scrutinising schedules of accommodation; liaising with ArchSD and operational branches on conceptual layout, sketch design, requirements and implementation programme; consulting the Taskforces of the Harbourfront Commission (HC) and/ or DCs on the sketch design, examining cost estimates; and negotiating with government departments on land allocation and other issues related to the projects, etc. to ensure timely provision of facilities to the public;
(2) monitoring works progress and rectifying defects, ensuring the smooth handover of capital projects; attending or leading project/ site meetings, etc. to ensure timely completion and handover of the projects according to the schedule and within the approved budget;
(3) representing the department at inter-departmental meetings to participate in discussion of issues in relation to works projects; co-ordinating comments from operational branches of the department on projects undertaken by other government departments and private developers to ensure that public interest and departmental objectives are safeguarded and achieved;
(4) preparing committee papers and attending meetings at the DCs for works projects; preparing briefing notes on projects; and preparing replies on project and planning matters to members of the public and various local organisations/ advisory bodies at the district level;
(5) supervising the relevant staff in planning works projects and development proposals;
(6) coordinating returns related to projects, preparing briefs and providing support to seniors in attending meetings with stakeholders and advisory bodies; and
(7) performing any other duties assigned by the senior officers.
Terms of Appointment: Successful candidates will be appointed on PRSC terms for a period of up to one year in general. The appointee is required to work 5 days (44 hours gross) per week. The actual contract period, duty day and working hours will be determined by the LCSD according to operational needs.
Fringe Benefits:
Rest days, statutory holidays (or substituted holidays), annual leave (22 days per annum), maternity/ paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance. Contract lasting for one year or more may attract gratuity. A gratuity may be offered to the appointee upon satisfactory completion of the contract and a consistently satisfactory performance and conduct throughout the contract period. Such gratuity payable will be the sum which, when added to the Department’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance (Cap. 485), will be equal to 15% of the total basic salary drawn during the contract period.
According to the “No Double Benefit” rule, civil servants on final leave will not be entitled to contract gratuity during the overlapping period, i.e. the period when the staff are on final leave and are employed as PRSC Senior Executive Officer, until their formal departure from the civil service.
For pensioners taking up PRSC positions, the payment of their monthly pensions will be suspended under the pension legislation during the period of their PRSC employment, unless and until they have reached the applicable normal or prescribed retirement age specified in the relevant pension legislation.

(1) Application Forms (G.F. 340 [(Rev. 3/2013)]) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).
(2) Applicants are only required to fill in the following items on the application form –
l The title of job applied for;
l “Personal Particulars” in Section A;
l Postings in the past 10 years with the Government, including Non-civil Service Contract/ PRSC position(s) in the item of “Full Employment Record to date” in Section A;
l “Any previous record(s) of disciplinary offence whilst in employment with the Government” in Section A; and
l All the undertakings in Section C.
Applicants are not required to attach any documentary proof of academic qualifications or employment.
(3) Completed application forms should reach the enquiry address on or before the closing date. Please specify on the envelope “Application for PRSC Senior Executive Officer”. For application submitted by post, the postmark date on the envelope will be regarded as the date of application. Please ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting so as to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of by the Hongkong Post. Applications which are incomplete, or late, or submitted by fax or email, or not duly signed, or not made in the prescribed form will not be considered.
(4) Candidates who are selected for interview will normally receive an invitation in 4 – 5 weeks from the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.
