[公務員事務局] 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有申請2008年9月1日起公布的公務員職位空缺的應徵者,均須接受基本法知識測試。
應徵者在基本法知識測試的表現,不會影響其申請公務員職位的資格,但會用作評核其整體表現的其中一個考慮因素。原則上,考生的學歷、經驗和才能仍然是考慮其是否適合被聘用的主要因素。
評核基本法知識的方式,將因應不同公務員職位的學歷要求而訂定,透過筆試或面試測試應徵者對《基本法》(包括所有附件及夾附的資料)的認識。有關《基本法》條文和相關資料可參考政府《基本法》網頁及「一日一問《基本法》」流動應用程式。
我們會通知個別考生其基本法筆試的成績,有關成績永久有效。具備基本法筆試成績的人士,在申請其他公務員職位時,可獲豁免再次參加相關的基本法筆試。 具體安排如下– 申請學位或專業程度公務員職位的人士,須參加基本法測試。為此,公務員事務局會舉辦基本法測試,供有意應徵學位或專業程度公務員職位的人士參加。詳情請按此處。 基本法測試是一張設有中英文版本的選擇題形式試卷,全卷共15題,考生須於20分鐘內完成。基本法測試並無設定及格分數,滿分為100分。基本法測試的成績會佔其整體表現的一個適當比重。公務員事務局會通知個別考生其基本法筆試的成績,有關成績永久有效,並可用於申請學位或專業程度的公務員職位。具備基本法筆試成績的人士,在申請其他學位或專業程度的公務員職位或學歷要求於中五程度或以上,但低於學位程度的公務員職位時,可獲豁免再次參加基本法筆試。然而,應徵者亦可選擇再次申請參加下一輪基本法測試。 有關基本法測試(學位╱專業程度職系)的申請方法、考試形式、參考題目連答案及常見問題,請按此處。 學歷要求於中五程度或以上,但低於學位程度註的公務員職位空缺,如在招聘程序中設有筆試的職系,有關的招聘部門會於筆試加入評核應徵者基本法知識的項目。至於在招聘程序中不設筆試的職系,招聘當局會於遴選面試階段加入評核基本法知識的筆試。招聘當局會於個別招聘廣告中列明評核基本法知識的有關安排。 基本法測試是一張設有中英文版本的選擇題形式試卷,全卷共15題,考生須於25分鐘內完成。基本法測試並無設定及格分數,滿分為100分。基本法測試的成績會佔其整體表現的一個適當比重。招聘部門會於考試後四星期內通知應徵者其基本法測試的成績,有關成績永久有效,並可於申請其他學歷要求於中五程度或以上,但低於學位程度的公務員職位空缺時使用。應徵者亦可選擇於報考其他職位時,再次參加基本法測試,而在此情況下,會以最近期的成績為準。 註:就《基本法》知識測試而言,此類別包括以高級文憑、文憑、高級證書、證書,而其最低的收生要求一般為「完成中五」,或同等程度為入職要求的公務員職位。 For the purpose of heightening public awareness of the Basic Law and promoting a culture of learning of the Basic Law in the community, all candidates applying for civil service jobs advertised from 1 September 2008 onwards will be assessed on their Basic Law knowledge. Test result will not affect a candidate's eligibility for applying for a civil service job. It will be one of the considerations to assess the suitability of a candidate. As a general principle, the main consideration for suitability for appointment remains a candidate's qualifications, experience and calibre. Tests on Basic Law knowledge will be set according to the different academic qualifications stipulated for different types of civil service jobs. Candidates will be assessed on the Basic Law, including its annexes, attachments and appendices, through written tests or interviews. Participants of Basic Law written tests will be informed of their results, which are of permanent validity. Holders of test results will be exempted from sitting the relevant Basic Law written test again when applying for other civil service jobs. The implementation details are as follows - For civil service jobs requiring degree or professional qualifications, candidates will need to have taken a Basic Law test. For this purpose, the Civil Service Bureau would conduct Basic Law tests for prospective applicants of civil service jobs requiring degree or professional qualifications. Please click here for details. The Basic Law test paper will be in both English and Chinese. It will consist of 15 multiple-choice questions to be completed in 20 minutes. There is no passing mark set for the Basic Law test and the full mark of the paper is 100. The test result will constitute an appropriate weighting in the candidates' overall assessment. Participants will be informed of their results, which are of permanent validity and may be used for application of degree/professional civil service jobs. Holders of test results will be exempted from sitting the Basic Law written test again when applying for other degree/professional civil service jobs or other non-degree/ non-professional civil service jobs requiring academic qualifications at Form 5 level or above. Candidates may, if they wish so, take the Basic Law test again when applications for the next round of tests are called. For civil service jobs requiring non-degree or non-professional academic qualifications at Form 5 level or aboveNote, the recruiting bureau or department concerned will incorporate assessment of Basic Law knowledge in a written test where there is one for the recruitment exercise. Where there is no written test, the recruiting entity will conduct a specific written assessment on a candidate's knowledge of the Basic Law immediately before or after the recruitment interview. The recruiting entity will announce the arrangements for the Basic Law assessment in the relevant recruitment advertisements. The Basic Law test paper will be in both English and Chinese. It will consist of 15 multiple-choice questions to be completed in 25 minutes. There is no passing mark set for the Basic Law test and the full mark of the paper is 100. The test result will constitute an appropriate weighting in the candidates' overall assessment. The recruiting bureau or department will notify candidates of their test results within 4 weeks. Results are of permanent validity and may be used for application of other non-degree/ non-professional civil service jobs requiring academic qualifications at Form 5 level or above. Candidates may, if they wish so, take the Basic Law test again when they apply for another job. If so, the latest test results will be counted. Note: For the purpose of Basic Law assessment, civil service jobs with appointment requirements at Higher Diploma, Diploma, Higher Certificate, and Certificate level where the general minimum entry requirements are set at ‘Completion of Form 5’, or equivalent, fall under this category.
