入職條件: 二零二三年助理小學學位教師的招聘將開放予持有相關學士學位人士和正就讀學士學位課程最後一年(即二零二三至二四學年畢業)的學生,及二零二四至二五學年畢業的大學生申請。

申請人必須:
(a) 符合語文能力要求,即在綜合招聘考試兩張語文試卷(中文運用及英文運用)中取得「二級」成績,或具備同等成績[參閱下註];以及
(b) 在《基本法及香港國安法》測試(學位/專業程度職系)取得及格成績;以及
(c)(i)B 持有香港頒授主修英國語文的小學教育學士學位(或同等學歷[附註(b)]);或
(c)(ii)B 持有香港頒授主修英國語文的學士學位 (或同等學歷[附註(b)]),以及由香港專上教育機構頒授主修英國語文的認可小學師資培訓資歷 (或同等學歷[附註(b)]);以及
(d)B 在教師語文能力評核的英文科評核中成績達到「三級」或以上,或已獲教育局豁免符合該項語文能力要求。

上述入職條件適用於在二零零四/零五學年或其後聘用的英國語文科教師。如申請人是在二零零四/零五學年前已在本地公營學校及提供全面課程的私立日間小學任教的現職英文科常額教師,則只須持有香港頒授的小學教育學士學位(或同等學歷[附註(b)]),以及在綜合招聘考試及《基本法及香港國安法》測試取得所需成績。此外,未能憑學歷獲豁免上述(d)B項教師語文能力要求的申請人,如在課堂語言運用以外的各項核心語文技巧(即閱讀、寫作、聆聽和口語)已達到基本語文能力要求,亦可申請該職位。不過,他們須在受聘後一年內,在課堂語言運用方面達到有關的要求。

尚未符合上文(a)項語文能力要求,而預計可於二零二四年夏季或之前在綜合招聘考試兩份語文試卷中取得「二級」成績,或同等成績,亦可遞交申請。

尚未符合上文(c)項的相關入職條件,而預計可於二零二四年夏季或二零二五年夏季或之前取得下列學歷以符合有關入職條件者亦可遞交申請-

(a) 由香港頒授主修相關學科的小學教育學士學位(或同等學歷[附註(b)];或

(b) 由香港專上教育機構頒授主修相關學科的認可小學師資培訓資歷(或同等學歷[附註(b)] )。

上述申請人必須在二零二四或二零二五學年內取得所需學歷資格,才會獲聘任。

申請人須在申請書及補充資料表格上清楚註明將會獲取的相關學歷或資格和預計獲取日期,並須在本局訂定的限期前提交相關文件,例如證明信函、證書及成績單等,以證明其在上述期間取得所需學歷或資格以及符合入職條件,否則本局將不再處理其申請。

申請人必須具責任感、積極進取和熱心工作;品格良好、為人正直;有志於教育服務;以及能以中、英文有效溝通。
註: (1) 綜合招聘考試的中文運用及英文運用試卷的成績分為「二級」、「一級」或「不及格」,並以「二級」為最高等級。

(2) 香港中學文憑考試中國語文科「第5級」或以上成績;或香港高級程度會考中國語文及文化、中國語言文學或中國語文科「C」級或以上的成績,會獲接納為等同綜合招聘考試中文運用試卷的「二級」成績。香港中學文憑考試英國語文科「第5級」或以上成績;或香港高級程度會考英語運用科或General Certificate of Education (Advanced Level) (GCE A Level)English Language科「C」級或以上的成績,會獲接納為等同綜合招聘考試英文運用試卷的「二級」成績。

(3) 在International English Language Testing System (IELTS)學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在IELTS考試成績的兩年有效期內,會獲接納為等同綜合招聘考試英文運用試卷的「二級」成績。有關考試成績必須在職位接受申請期內任何一日有效。

(4) 政府會測試所有應徵公務員職位人士的《基本法》及《香港國安法》知識。在《基本法及香港國安法》測試取得及格成績是所有公務員職位的入職條件。申請人必須在《基本法及香港國安法》測試中取得及格成績方會獲考慮聘用。

(5) 如申請人在申請公務員職位時仍未曾參加相關的《基本法及香港國安法》測試或未曾在相關的《基本法及香港國安法》測試考獲及格成績,仍可作出申請。他們會被安排在招聘過程中參加相關《基本法及香港國安法》測試。

(6) 由二零二三年七月二十八日起,申請人可以參加公務員事務局、教育局或各招聘部門/職系舉辦的《基本法及香港國安法》測試,無論測試在互通安排實施前或後進行,及格成績均可以互通,用作申請所有公務員及教師職位。

(7) 持有香港以外學術機構所頒授學歷的申請人,須隨申請書夾附有關學術機構所簽發的文憑/證書、成績單及列明有關課程的授課形式(例如全日制/兼讀制、在當地院校上課/遙距授課等)的證明文件副本。申請人也應盡可能提供所有其他有關的學歷證明文件副本,以便進行學歷評審的工作。持有本地學歷的申請人,則須夾附列明其修讀學位及師資培訓(如適用)課程時主修及副修科目的證明文件副本。助理小學學位教師 (英國語文)的申請人亦須呈交教師語文能力評核證書或獲豁免通知書的副本。

(8) 申請人如獲邀參加面試,會在二零二三年十二月底或之前接獲郵寄/電郵通知。如有需要,本局會以電郵形式要求申請人提供補充資料。請確保已填寫正確的郵寄及電郵地址。由於核實申請人的資格需時,申請人即使獲邀參加面試,並不表示已符合助理小學學位教師職位的入職條件。申請人如未獲邀參加面試,可視作落選論。

(9) 截止申請日期臨近時,網上申請系統可能需要處理大量申請而非常繁忙。申請人應盡早遞交申請,以確保在限期前於網上完成申請程序。

(10) 教育局會嚴格按照其個人資料政策使用申請人所提供的個人資料,並會按要求提供有關資料的複本。
職責: 助理小學學位教師主要負責在官立小學執行教學職務,並協助落實各項教育政策及措施。

本局會根據官立小學不時調整的運作需要,以及獲取錄人員的學歷和經驗,調派他們任教指定科目(包括須用中文及英文語言任教)。他們或須任教並非其在申請書內指明的科目,而調派往任教的學校亦由本局按運作需要安排。
聘用條款: 獲取錄的申請人會按公務員試用條款受聘三年。通過試用關限後,可獲考慮按當時適用的長期聘用條款聘用[參閱附註(d)至(f)]。
附註: (a) 頂薪點只供參考,有關的資料日後或會更改。獲取錄人員如未持有由香港專上教育機構頒授的教育證書,或具備同等學歷,須受薪酬關限限制。持有由香港專上教育機構頒授的教育證書,或具備同等學歷者,其入職薪級為總薪級表第17點。
(b) 為廣周知,經本地評審的學士學位屬資歷架構第5級別。雖然資歷架構第5級別亦涵蓋其他資歷,但就是次招聘而言,只會接納相關科目的學士學位資歷。有關資歷架構的詳情,可瀏覽資歷架構網站(www.hkqf.gov.hk) 或致電3793 3955查詢。
(c) 已參加資助或官立學校教師提早退休計劃者,其應徵助理小學學位教師職位的申請將不獲受理。
(d) 公務員職位是公務員編制內的職位。申請人如獲聘用,將按公務員聘用條款和服務條件聘用,並成為公務員。
(e) 入職薪酬、聘用條款及服務條件應以獲聘時的規定為準。
(f) 附帶福利包括有薪假期、醫療及牙科福利。在適當情況下,更可獲得房屋資助。
(g) 假如新入職員工成功通過試用或合約期而其後轉為按新長期聘用條款受聘,他/她便符合資格參加公務員公積金計劃(公積金計劃)。政府對公積金計劃作出的供款,包括強制性及自願性供款,按累進供款率計算,供款率為合資格員工實任職級基本薪金的5%至25%,按員工按公務員條款受聘並完成的無間斷服務年期遞增。一般而言,當合資格員工完成三年的無間斷服務年期並轉為按新長期聘用條款受聘及加入公積金計劃時,上述的政府供款率為15%。有關公積金計劃的詳情,可瀏覽公務員事務局網站(www.csb.gov.hk)。
(h) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。
(i) 作為提供平等就業機會的僱主,政府致力消除在就業方面的歧視。所有符合基本入職條件的人士,不論其殘疾、性別、婚姻狀況、懷孕、年齡、家庭崗位、性傾向和種族,均可申請本廣告內的職位。

新版本的政府職位申請書G.F. 340 (Rev. 7/2023)已在二零二三年七月二十六日正式生效。申請人如投考在二零二三年七月二十六日或之後展開招聘的政府職位,必須以新版本的申請書G.F. 340 (Rev. 7/2023)遞交申請。如申請人遞交了舊版本的申請書[G.F. 340 (Rev. 3/2013)],本局會要求申請人重新填寫新版本的申請書G.F. 340 (Rev. 7/2023),並在七日內提交已填妥的G.F. 340 (Rev. 7/2023)。如申請人在指定限期內未能重新遞交已填妥的新版本申請書G.F. 340 (Rev. 7/2023),其申請將不獲處理。

Job Title: Assistant Primary School Master/Mistress (English Language)
Salary: Master Pay Scale Point 15 (HK$34,060 per month) to Master Pay Scale Point 29 (HK65,875 per month) [See General Notes (a)].
Entry Requirements: The 2023 recruitment for Assistant Primary School Master/Mistress will be open to persons holding a relevant bachelor's degree, final year undergraduate students (i.e. graduating in the 2023-24 academic year), and penultimate year undergraduate students graduating in the 2024-25 academic year.

Candidates should have -
(a) met the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [See Note below]; and
(b) a 'Pass' result in the Basic Law and National Security Law Test (BLNST) (degree/professional grades); and
(c)(i)B a Hong Kong Bachelor of Education degree in primary education majoring in English Language, or equivalent [General Note (b)]; or
(c)(ii)B a Hong Kong bachelor's degree majoring in English Language, or equivalent [General Note (b)], and a recognised teacher training qualification in primary education majoring in English Language, from a Hong Kong tertiary education institution, or equivalent [General Note (b)]; and
(d)B attained 'Level 3' proficiency or above in English Language in the Language Proficiency Assessment for Teachers (LPAT) or are exempted from the said language proficiency requirement by the Education Bureau.

The entry requirements set out above are applicable to English Language teachers appointed in or after the 2004/05 school year. For serving English Language teachers holding a permanent post in local public sector and private primary day schools which offer a full curriculum before the 2004/05 school year, they should have a Hong Kong Bachelor of Education degree in primary education, or equivalent, and possess the requisite results in CRE and BLNST. Candidates who are not exempted from the LPAT requirement set out in paragraph (d)B above by way of qualification but have met, with the exception of classroom language, the basic language proficiency requirement in all the core language skills (i.e. reading, writing, listening and speaking) of the LPAT may also apply. However, they have to attain the language proficiency requirement on Classroom Language Assessment of the LPAT within one year from the date of appointment.

Potential applicants may also apply if they do not meet the language proficiency requirements set out in (a) above but are expected to obtain ‘Level 2’ results in the two language papers in CRE, or equivalent, no later than the summer of 2024.

Potential applicants may also apply if they do not meet the relevant entry requirements set out in (c) above but are expected to obtain the following qualifications to meet the aforementioned entry requirements no later than the summer of 2024 or the summer of 2025 –

(a) a Hong Kong Bachelor of Education degree in primary education majoring in the relevant subject discipline, or equivalent [General Note (b)]; or

(b) a recognised teacher training qualification in primary education majoring in the relevant subject discipline from a Hong Kong tertiary education institution, or equivalent [General Note (b)].

If selected, appointment will be subject to, among others, the attainment of requisite academic qualification within the academic year in 2024 and 2025 respectively.

Applicants are required to clearly state the expected date of obtaining the said qualification(s) in the application form and the Supplementary Information Form (SIF), and to provide documentary evidence such as letters, certificates and transcripts to prove that they have obtained the requisite qualification(s) and met the entry requirements in the aforementioned period by the deadline to be determined by this Bureau. Applicants who fail to provide the necessary information as required will not be considered further.

Candidates should be responsible, self-motivated and enthusiastic; have a fine character and integrity; be committed to serving in the education field; and be able to communicate effectively in Chinese and English.
Note: (1) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.

(2) 'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5'' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to 'Level 2' in the UE paper of the CRE.

(3) Candidate with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

(4) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment.

(5) For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.

(6) Starting from 28 July 2023, job applicants could apply for the BLNST conducted by the Civil Service Bureau, the Education Bureau or various recruiting departments/grades, regardless of whether the BLNST is conducted before or after the implementation of the mutual acceptance arrangement, the pass result of which is mutually acceptable for applying all civil service jobs and teaching posts.

(7) Candidates holding qualifications obtained from academic institutions outside Hong Kong should attach to their application copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full time/part time, on campus/distance learning, etc.) of the study programmes. To facilitate the assessment of the qualifications, candidates should provide the above documents for all other relevant qualifications obtained as far as possible. Candidates holding local qualifications should attach copies of the documents stating the major and minor subjects studied in their degree and teacher training (as appropriate) courses. Candidates applying for Assistant Primary School Master/Mistress (English Language) should also submit copies of certificates of LPAT or letter of exemption from LPAT.

(8) Candidates who are selected for interview will receive an invitation by post/email by end of December 2023. If necessary, this Bureau may also request the candidates to provide supplementary information by email. Please ensure that the mailing and email addresses provided are correct. As it takes time to verify candidates' qualifications, an invitation to the interview does not imply that the candidate's qualifications meet the entry requirements of the Assistant Primary School Masters/Mistresses posts. Those who are not invited for interview may assume that their applications are unsuccessful.

(9) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line applications, it is advisable to submit the applications as early as possible.

(10) Personal data provided by candidates will be used strictly in accordance with the Education Bureau's personal data policies, a copy of which will be provided upon request.
Duties: Assistant Primary School Masters/Mistresses are mainly deployed on teaching duties and assisting in the implementation of education policies and initiatives in government primary schools.

This Bureau, in deploying a successful candidate to a particular subject (including teaching by means of Chinese and English), will take into account the operational needs of government primary schools that may be adjusted from time to time, having regard to the candidate's qualification and experience. A successful candidate may be required to teach subjects other than those he/she has indicated in his/her application, and the deployment to school will be arranged by this Bureau based on the operational needs.
Terms of Appointment: A new recruit will be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms. [See General Notes (d) to (f)]
General Notes: (a) The information on the maximum pay point is for reference only and it may be subject to changes. There is a salary bar for officers without a certificate in education from a Hong Kong tertiary education institution, or equivalent. Officers with a certificate in education from a Hong Kong tertiary education institution, or equivalent, will enter at MPS Point 17.
(b) For general awareness, a locally-accredited Hong Kong bachelor's degree is at Level 5 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 5, for the purpose of this recruitment exercise, only bachelor's degree in the relevant subjects is acceptable. Further information on HKQF may be accessed on HKQF's website (www.hkqf.gov.hk) or by phone (3793 3955).
(c) Those who have participated in the Early Retirement Scheme for aided or government school teachers will not be considered for appointment to the Assistant Primary School Master/Mistress post.
(d) Civil service vacancies are posts on the civil service establishment. Candidates selected for these vacancies will be appointed on civil service terms of appointment and conditions of service and will become civil servants on appointment.
(e) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
(f) Fringe benefits include paid leave, medical and dental benefits, and where appropriate, assistance in housing.
(g) If a new recruit progresses onto new permanent terms upon satisfactory completion of the probationary/agreement period, he/she will be eligible to join the Civil Service Provident Fund (CSPF) Scheme. The Government's contributions under the CSPF Scheme, including mandatory and voluntary contributions, follow a progressive contribution rates schedule ranging from 5% to 25% of the basic salary of an eligible officer at his/her substantive rank, depending on his/her completed years of continuous service on civil service terms. In general, the above-mentioned Government's contribution rate is 15% at the time when an eligible officer who has completed three years of continuous service progresses onto new permanent terms and joins the CSPF Scheme. Further information on the CSPF Scheme may be accessed on CSB's website (www.csb.gov.hk).
(h) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. The Government policy and other related measures on employment of persons with disabilities are set out in the booklet "Employ People Based on Their Abilities – Application for Government Jobs by Persons with Disabilities" which is available for reference on the Civil Service Bureau's website at http://www.csb.gov.hk under "Administration of the Civil Service – Appointments".
How to apply: I. Application by post or in person
Application Forms [G.F.340 (Rev. 7/2023)] can be obtained from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).

The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

Candidates should attach to their application a detailed account of their working experience in teaching, education and relevant information in the SIF which can be downloaded from the Education Bureau webpage at http://www.edb.gov.hk/en/about-edb/info/recruitment/index.html. Completed application forms and SIF, together with copies of diplomas/certificates and transcripts stating the major and minor subjects studied in support of all relevant qualifications attained [e.g. degree, teacher training (as appropriate), language proficiency level, BLNST, CRE and LPAT results], should reach the Appointments and Personnel Section, Education Bureau, Room 1636, 16/F, Wu Chung House, 213 Queen’s Road East, Wanchai, Hong Kong on or before 25 August 2023. Please do not send in any originals of supporting documents. For applications by post, the date of the postmark should not be after 25 August 2023. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage.

Candidates should state clearly on their application form the subject they apply for, e.g. "ASSISTANT PRIMARY SCHOOL MASTER/MISTRESS (ENGLISH LANGUAGE)" and also the major and minor subjects studied in their degree and teacher training (as appropriate) courses. Candidates who wish to be considered for more than one subject should submit separate application including a separate SIF and copies of all supporting documents for each subject. All candidates should state "Application for the post of Assistant Primary School Master/Mistress" clearly on the envelope.

II. On-line Application
On-line applications on the prescribed application form [G.F. 340 (Rev. 7/2023)] can also be made through Civil Service Bureau's website (http://www.csb.gov.hk) on or before 25 August 2023. Candidates who apply on-line should submit copies of their diplomas/certificates, transcripts and the SIF by post or by hand on or before 1 September 2023 to the Appointments and Personnel Section, Education Bureau, Room 1636, 16/F, Wu Chung House, 213 Queen's Road East, Wanchai, Hong Kong. The candidate’s on-line application number should be quoted on the envelope and the copies of all supporting documents. Please do not send in any originals of supporting documents.

Applications which are not made in the prescribed form [G.F.340 (Rev. 7/2023)], or not attached with the SIF, or submitted by fax or e-mail, or applications which are late, or without sufficient supporting documents, will NOT be considered.
