(c)公務員綜合招聘考試能力傾向測試的考生成績分為及格或不及格,而中文運用及英文運用試卷的成績分為「二級」、「一級」或「不及格」,並以「二級」為最高等級。

香港高級程度會考英語運用科「C」級或以上和「D」級成績(或同等成績)分別會獲接納為等同綜合招聘考試英文運用試卷的「二級」和「一級」成績。香港高級程度會考中國語文及文化、中國語言文學或中國語文科「C」級或以上和「D」級的成績則分別會獲接納為等同綜合招聘考試中文運用試卷的「二級」和「一級」成績。

在International English Language Testing System (IELTS)學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在IELTS考試成績的兩年有效期內,會視為已符合助理環境保護主任職位的英文語文能力要求(即入職條件的(c)項)。IELTS考試成績必須在職位開始接受申請的首天(即2015年9月4日)仍然有效。

申請人若現時並沒有所需綜合招聘考試成績,或同等成績,但已報名參加在2015年10月3日在香港舉行的綜合招聘考試也可申請,其申請只會在他們於上述考試取得所需成績後方獲處理。

申請人如曾參加一次以上的綜合招聘考試,應遞交最佳的綜合招聘考試成績。

(d)為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。申請人在基本法測試(學位/專業程度職系)的表現,會用作評核其整體表現的其中一個考慮因素,但不會影響其申請公務員職位的資格。原則上,申請人的學歷、經驗和才能仍然是考慮其是否適合被聘用的主要因素。

(e)助理環境保護主任可派往上列的任何一個分科工作。一般來說,該員會留任該分科,並只在特殊情況下才會調任其他分科工作。在晉升環境保護主任時,該員會編入獲考慮晉升的特定分科工作。
職責: 助理環境保護主任的主要職責是:

A. 空氣質素分科(a)就空氣污染、保護臭氧層及地球氣溫上升等事宜,協助擬備立法建議和制訂工作守則、指引、程序、標準、指標及策略;(b)規劃和推行與空氣質素監理及監控工作有關的空氣質素監測及調查,包括:分析和闡述所得的結果;監管儀器的檢測工作;(c)參與評估與空氣質素有關的計劃及發展大綱,並就空氣污染問題及空氣質素管制工作,提供意見及專業資料;(d)就空氣污染、臭氧層耗損及地球氣溫上升等事宜,在推行和執行法定管制方面,組織和提供專業資料,包括:處理許可證和牌照的申請;就檢控及上訴個案收集、整理和提交證據;以及(e)通過各類方法,例如擬備和介紹教育及宣傳資料,向市民和社會賢達傳達空氣質素監測政策和策略。

B. 環境評估及規劃分科(a)協助擬備與環境影響評估有關的立法建議,並就規劃及發展計劃的環境評估,制定政策、程序及規劃守則;(b)協助監理和評估大型規劃及發展計劃所需的環境影響評估,並就大型發展工程計劃進行環境評審;(c)就發展計劃及規劃事宜,整理和綜合環保技術意見;( d)就規劃及發展方案的環境評估方法和技術以及工程項目的環境監察和審核工作提供意見;以及(e)協助制訂和推行促進企業環保管理的策略,包括公私營機構的環境審核和環境管理制度。

C. 噪音分科(a)就噪音污染管制工作,協助擬備立法建議和制訂工作守則、指引、程序、標準、指標、策略及政策;(b)規劃和推行與噪音規劃及管制有關的研究、實地調查及測量,包括管理噪音測試實驗室與校準實驗室;(c)就噪音污染事宜提供聲學意見,並就與噪音污染有關的噪音規劃計劃和發展計劃,提供專業資料;(d)就噪音污染法定管制的推行和執法工作,組織和提供專業資料,包括:處理許可證申請和調查投訴,以及就檢控與上訴個案收集、整理和提交證據;以及(e)通過各類方法,例如擬備和介紹教育及宣傳資料,向市民和社會賢達傳達噪音政策和策略。

D. 廢物及水質分科(a)就管制土地/水污染與監理和處置廢物,協助擬備政策和立法建議、工作守則、指引、程序、標準、指標及策略;(b)規劃和推行有關土地/水污染的研究、管制計劃和方案和調查及測量;(c)協助研究發展液體廢物處理及處置設施,並協助研究發展和管理固體廢物設施;(d)就廢物監理與處置及土地/水污染事宜,在推行和執行法定管制方面,組織和提供專業資料,包括:處理許可證申請;以及就檢控與上訴個案收集、整理和提交證據;(e)就廢物監理及土地/水污染事宜提供意見,並就與廢物監理及土地/水污染有關的評估,提供專業資料;以及(f)通過各類方法,例如擬備和介紹教育及宣傳資料,向市民和社會賢達傳達廢物管理和水質管理政策及策略。
聘用條款: 獲取錄的申請人會按公務員試用條款受聘三年。通過試用關限後,或可獲考慮按當時適用的長期聘用條款聘用。
附註: (a) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。
(b) 公務員職位是公務員編制內的職位。應徵者如獲聘用,將按公務員聘用條款和服務條件聘用,並成為公務員。
(c) 入職薪酬、聘用條款及服務條件,應以獲聘時之規定為準。
(d) 頂薪點的資料只供參考,該項資料日後或會作出更改。

Job Title: Assistant Environmental Protection Officer
Salary: Master Pay Scale Point 16 ($28,140 per month) to Master Pay Scale Point 21 ($35,890 per month).
Entry Requirements: Candidates should have (a) a Hong Kong degree, or equivalent, in a relevant science or engineering subject (See Remark (a)); (b) a pass result in the Aptitude Test (AT) in the Common Recruitment Examination (CRE); and (c) ‘Level 2’ results in the two language papers [Use of Chinese (UC) and Use of English(UE)] in the CRE, or equivalent. (See Remarks)
Note: (a) For reference of relevant subjects accepted in the past recruitment exercises, please visit the Environmental Protection Department’s website at http://www.epd.gov.hk/epd/english/business_job/job_opp/vacancies.html.

(b) Candidates should attach to their applications copies of their official transcripts and academic certificates together with a detailed account of their academic work and relevant experience in a prescribed supplementary information sheet which can be downloaded from the homepage of the Environmental Protection Department at http://www.epd.gov.hk/epd/english/business_job/job_opp/vacancies.html.

(c) Candidates’ results in the AT paper in CRE are classified as pass or fail, the results of the UC and UE papers are classified as “Level 2”, “Level 1” or “Fail”, with “Level 2” being the highest.

Grade “C” or above and Grade “D” in Use of English of the Hong Kong Advanced Level Examination (HKALE), or equivalent, are accepted as equivalent to “Level 2” and “Level 1” results respectively in the UE paper of the CRE. Grade “C” or above and Grade “D” in Chinese Language and Culture or Chinese Language and Literature of the HKALE are accepted as equivalent to “Level 2” and “Level 1" results respectively in the UC paper of the CRE.

Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test are considered as having met the English language proficiency requirement (item (c) of the entry requirements) of the Assistant Environmental Protection Officer post. The IELTS test result must be valid on the starting day of the application period, i.e. 4 September 2015.

Applicants who do not possess the requisite CRE results, or equivalent, but have filed an application for the coming CRE to be held on 3 October 2015 in Hong Kong may also apply. Their applications will be processed subject to their obtaining the requisite CRE results in the aforesaid examination.

Candidates who have sat for the CRE for more than one time should submit the best CRE results they have obtained.

(d) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Results of the BL test for degree/professional grades will be one of the considerations to assess the suitability of a candidate but will not affect his/her eligibility for applying for civil service jobs. As a general principle, the main consideration for suitability for appointment remains a candidate’s qualifications, experience and calibre.

(e) An Assistant Environmental Protection Officer may be assigned to any one of the above streams in which he/she will normally remain. Transfer to another stream may only be considered under special circumstances. On promotion to Environmental Protection Officer, he/she will enter the specific stream in which promotion was considered.
Duties: An Assistant Environmental Protection Officer is mainly deployed on-

A. Air Stream (a) assisting in the preparation of legislative proposals, and in the development of codes of practice, guidelines, procedures, standards and objectives and strategies relating to air pollution, ozone layer protection and global warming; (b) planning and implementing programmes for air quality monitoring and investigations in relation to air quality management and control activities, including analysis and interpretation of results and supervision of instrumentation; (c) contributing to the assessment of projects and development plans with regard to air quality, and providing advice and professional input on air pollution problems and air control activities; (d) organising and providing professional input in relation to implementation and enforcement of statutory controls on air pollution, ozone layer depletion and global warming, including the processing of applications for permits and licences, and the collection, collation and presentation of evidence in prosecution and appeal cases; and (e) assisting through various means, such as the preparation and presentation of educational and publicity materials, in conveying air quality management policies and strategies to the public, and to prominent community representatives.

B. Environmental Assessment & Planning Stream (a) assisting in the preparation of legislative proposals in connection with environmental impact assessment and in the development of policy, procedures and planning guidelines relating to environmental assessment of planning and development proposals; (b) assisting in the management and evaluation of environmental impact assessment required for major planning and development proposals, and carrying out environmental reviews on major development projects; (c) co-ordinating and integrating technical environmental advice in relation to development proposals and planning matters; (d) providing advice on the methodologies and techniques for environmental assessment of planning and development proposals, and in relation to project environmental monitoring and auditing; and (e) assisting in the development and implementation of strategies to promote corporate environmental management including environmental auditing and environmental management systems in the public and private sector.

C. Noise Stream (a) assisting in the preparation of legislative proposals and in the development of codes of practice, guidelines, procedures, standards, objectives, strategies and policies relating to noise pollution control; (b) planning and implementing studies, field investigations and surveys in connection with noise planning and control activities, including management of an acoustic laboratory and a calibration laboratory; (c ) giving acoustic advice on noise pollution matters and providing professional input to noise planning proposals and development project assessment in relation to noise pollution; (d) organising and providing professional input in relation to the implementation and enforcement of statutory controls on noise, including the processing of applications for permits, complaints investigation, and the collection, collation and presentation of evidence in prosecution and appeal cases; and (e) assisting through various means, such as the preparation and presentation of educational and publicity materials, in conveying noise policies and strategies to the public, and to prominent community representatives.

D. Waste & Water Stream (a) assisting in the preparation of policy and legislative proposals and in the development of codes of practice, guidelines, procedures, standards, objectives and strategies in relation to the control of land or water pollution, and waste management and disposal; (b) planning and implementing land or water pollution studies, control schemes and projects, and investigations and surveys; (c) assisting in studies for the development of liquid waste treatment and disposal facilities, and the development and management of solid waste facilities; (d) organising and providing professional input in relation to implementation and enforcement of statutory controls on waste management and disposal and land or water pollution, including the processing of applications for permits, and the collection, collation and presentation of evidence in prosecution and appeal cases; (e) giving advice on waste management and land or water pollution issues, and providing professional input to project assessment with regard to waste management and land or water pollution issues; and (f) assisting through various means, such as the preparation and presentation of educational and publicity materials, in conveying waste management and water quality management policies and strategies to the public, and to prominent community representatives.
Terms of Appointment: A new appointee will be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
