Candidate should have -
(a) a degree from a Hong Kong university or equivalent;
(b) a minimum of 3 years’ post-qualification full-time working experience in administration work, with experience at supervisory level in the Government/public sector organization or experience in administering Government means-tested assistance scheme being an advantage;
(c) good command of both Chinese and English and have met the language proficiency requirements of "Level 2" results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE) or equivalent (please refer to the Note below);
(d) equipped with good computer knowledge; and
(e) good interpersonal and communication skills.
Grade C or above in Use of English of the Hong Kong Advanced Level Examination (HKALE) or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the Use of English paper of the CRE. Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE is accepted as equivalent to Level 2 in the Use of Chinese paper of the CRE.
(a) To handle applications for the Low-Income Working Family Allowance (LIFA) Scheme;
(b) To perform payment control matters for disbursement of allowance under the LIFA Scheme;
(c) To perform administrative work in relation to the LIFA Scheme such as handling public enquiries and requests for review/appeal;
(d) To provide support in briefing and training of processing staff;
(e) To supervise the work of clerical staff; and
(f) Any other duties as assigned by the supervisors.
Note: The successful candidate(s) may be required to work irregular hours on shift and on Saturdays, Sundays and public holidays.
Terms of Appointment:
The successful candidate(s) will be appointed on one-year non-civil service contract terms.
(a) An annual leave of 12 days whereas rest days, public holidays, maternity/paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance; and
(b) A gratuity will be granted if the contract is satisfactorily completed with a consistently high standard of performance and conduct. The gratuity, plus any contribution by the Government towards a mandatory provident fund as required by the Mandatory Provident Fund Schemes Ordinance, will be equal to 10% of the total basic salary drawn during the contract period.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. The said form can also be downloadable from the Civil Service Bureau’s website (http://www.csb.gov.hk). Completed application form, together with a cover letter and full resume setting out detailed relevant experience in all current and previous employment, and a copy of academic/professional qualifications, relevant certificates and official transcripts of studies, should reach the Enquiry Address on or before the closing date.
