Master Pay Scale Point 29 ($49,515 per month) to Master Pay Scale Point 44 ($91,590 per month) [See Note (1) & (2)]
Candidates should have : (a) a Certificate of Competency (Deck Officer) (Master Mariner) Class 1 issued by the Hong Kong Marine Department, or equivalent; (b) one year’s experience as Chief Officer or above on a sea-going ship. Candidates without the requisite experience may also apply [See Note (2)]; and (c) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (3) & (5)]. Candidates without Chinese language proficiency may also apply [See Note (4)].
(1) Subject to the prevailing situation, candidates may be considered for the granting of increments with additional relevant post-qualification experience as Chief Officer or above on sea-going ships. Please note that applications from the serving civil service Marine Officer in the Marine Department would not normally be considered. (2) Candidates without the requisite experience may also apply. If selected, they will be appointed at an appropriate point below the entry point. (3) Candidates without the language proficiency as specified in item (c) of entry requirements above, but who are in the process of obtaining the language proficiency may also apply; if selected, appointment will be subject to their meeting the language proficiency requirement by the time of offer of appointment. For candidates who are eventually unable to obtain the Chinese language proficiency, please refer to Note (4). (4) Candidates without Chinese language proficiency but who have met the other entry requirements may also apply. However, they will be required to take the Chinese Government Standard Examination to be held in May 2015 / August 2015. Nevertheless, only a limited number of applicants who do not possess the requisite Chinese language proficiency may be appointed subject to the operational needs of the Department. (5) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth. (6) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Candidates who are invited to attend the recruitment interview will be assessed on their BL knowledge through a written test to be conducted immediately before or after the recruitment interview. The BL test result will be one of the considerations to assess the suitability of a candidate.
A Marine Officer is mainly deployed on : (a) controlling and regulating ports, shipping and local craft, public cargo working areas and ferry terminals, co-ordinating search and rescue operations in the region; (b) examining candidates for local certificates of competency as masters; (c) managing Government fleet operations and district marine offices; (d) planning the development of the port; (e) training Marine Department officers and others; (f) combating marine pollution; and (g) providing harbour mooring services and hydrographic charting services.

Terms of Appointment:
A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.
