入職條件: 申請人必須(a)(i)在香港中學文憑考試五科取得第2級或同等[註(1)]或以上成績[註(2)],其中一科為數學,或具同等學歷;或(ii)在香港中學會考五科取得第2級[註(3)]/E級或以上成績[註(2)],其中一科為數學,或具同等學歷;(b)符合語文能力要求,即在香港中學文憑考試或香港中學會考中國語文科和英國語文科取得第2級[註(3)]或以上成績,或具同等成績;(c)中文文書處理速度達每分鐘20字及英文文書處理速度達每分鐘30字,並具備一般商業電腦軟件的應用知識[註(4)];以及(d)在《基本法及香港國安法》測試取得及格成績[註(5)]。
註: (1) 政府在聘任公務員時,香港中學文憑考試應用學習科目(最多計算兩科)「達標」成績,以及其他語言科目E級成績,會被視為相等於新高中科目第2級成績。

(2) 有關科目可包括中國語文科及英國語文科。

(3) 政府在聘任公務員時,2007年前的香港中學會考中國語文科和英國語文科(課程乙)E級成績,在行政上會被視為等同2007年或之後香港中學會考中國語文科和英國語文科第2級成績。

(4) 申請人如獲邀參加中文及英文文書處理速度測驗及一般商業電腦軟件(包括Microsoft Office Word 2016及Excel 2016)應用知識測驗(簡稱「技能測驗」),通常會在2023年2月或之前接獲通知。申請人如未獲邀參加技能測驗,可視作已經落選。申請人可於公務員事務局網站參閱此招聘計劃的進度(http://www.csb.gov.hk/tc_chi/grade/cs/2323.html)。

(5) 政府會測試所有應徵公務員職位人士的《基本法》及《香港國安法》知識。在《基本法及香港國安法》測試取得及格成績是所有公務員職位的入職條件。申請人必須在《基本法及香港國安法》測試中取得及格成績方會獲考慮聘用。

如申請人在申請公務員職位時仍未曾參加相關的《基本法及香港國安法》測試或未曾在相關的《基本法及香港國安法》測試考獲及格成績,仍可作出申請。他們會被安排在招聘過程中參加相關《基本法及香港國安法》測試。

(6) 申請人獲邀請參加技能測驗或招聘面試,並不表示其已符合此職位的入職條件。

職責: 助理文書主任主要執行與下列一個或多個職能範圍有關的一般文書職責,其中可能涉及多類範疇的職務:(a)一般辦公室支援服務;(b)人事;(c)財務及會計;(d)顧客服務;(e)發牌及註冊;(f)為政府律師提供支援,並為法官和法庭使用者提供法庭支援及登記處服務;(g)統計職務;(h)資訊科技支援服務;以及(i)其他部門支援服務。助理文書主任會被調派到本港任何一個地區的政府辦事處工作,須使用資訊科技應用軟件執行職務,並可能須不定時或輪班工作和在工作時穿着制服。
聘用條款: 獲取錄的申請人通常會按公務員試用條款受聘三年。通過試用關限後,或可獲考慮按當時適用的長期聘用條款受聘〔附註(d)〕。
附註: (a) 申請人於獲聘時必須已成為香港特別行政區永久性居民。

(b) 作為提供平等就業機會的僱主,政府致力消除在就業方面的歧視。所有符合基本入職條件的人士,不論其殘疾、性別、婚姻狀況、懷孕、年齡、家庭崗位、性傾向和種族,均可申請本欄內的職位。

Job Title: Assistant Clerical Officer
Salary: Master Pay Scale Point 3 (HK$15,950 per month) to Master Pay Scale Point 15 (HK$32,545 per month) [General Notes (e)].
Entry Requirements: Candidates should have (a)(i) Level 2 or equivalent [Note (1)] or above in five subjects including Mathematics in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note (2)], or equivalent; or (ii) Level 2 [Note (3)] / Grade E or above in five subjects including Mathematics in the Hong Kong Certificate of Education Examination (HKCEE) [Note (2)], or equivalent; (b) met the language proficiency requirements of Level 2 [Note (3)] or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent; (c) Chinese word processing speed of 20 words per minute and English word processing speed of 30 words per minute and knowledge in the application of common business software [Note (4)]; and (d) a pass result in the Basic Law and National Security Law Test [Note (5)].
Note: (1) For civil service appointment purpose, “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in HKDSEE.

(2) The subjects may include Chinese Language and English Language.

(3) For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.

(4) Candidates who are selected to attend the Chinese and English word processing speed test and the test on the application of common business software of Microsoft Office Word 2016 and Excel 2016 (skills test) will normally receive an invitation by February 2023. Those who are not invited for the skills test may assume that their applications are unsuccessful. Candidates are invited to visit the Civil Service Bureau’s website on the latest progress of the recruitment exercise (http://www.csb.gov.hk/english/grade/cs/2323.html).

(5) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Security Law Test is an entry requirement for all civil service jobs. Only those candidates who have passed the Basic Law and National Security Law Test will be considered for appointment.

For candidates who have not taken the relevant Basic Law and National Security Law Test or have not attained a pass result in the relevant Basic Law and National Security Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant Basic Law and National Security Law Test during the recruitment process.

(6) An invitation to the skills test or recruitment interview does not imply that the candidate has met the entry requirements of the post.

(7) As invitations or notifications will be sent to candidates by email, candidates should provide an accurate email address in their application. To avoid missing any invitation or notification, candidates are responsible for (a) ensuring that the settings of their email accounts do not block emails from acore@csb.gov.hk; and (b) checking each incoming mailbox (including the spam folder) regularly.
Duties: An Assistant Clerical Officer is mainly deployed on general clerical duties which may involve multi-tasks relating to one or a combination of the following functional areas - (a) general office support; (b) personnel; (c) finance and accounts; (d) customer service; (e) licensing and registration; (f) support to Government Counsel, and court support and registry services to judges and court users; (g) statistical duties; (h) information technology support; and (i) other departmental support. An Assistant Clerical Officer is subject to posting to any government offices in any districts of Hong Kong; is required to use information technology applications in the discharge of duties; and may be required to work irregular hours or shifts and wear uniform at work.
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms [General Notes (d)].
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the skills test/recruitment interview without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of supporting documents.
