Candidates should have –
(a) a bachelor degree from a Hong Kong university, or equivalent; majoring in computer-related subjects is an advantage;
(b) at least 4 years full time post-degree working experience, of which 2 years in Government and/or statutory bodies in a supervisory position;
(c) attained Level 3 (Note (1))or above in Chinese Language and English Language and Level 2 (Note (2)) or above in three other subjects in HKDSEE or HKCEE, or equivalent; and
(d) strong communication and interpersonal skills.
(1) ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(2) “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.);
(a) To provide general office administrative support such as records management, office security, office accommodation, divisional transport matters, etc;
(b) To provide assistance in administration of staff establishment and appointment, human resource management, personnel matters;
(c) To provide assistance in administration and operation of the sewage services charging system and to deal with the assessment and review of dispute and complaint cases;
(d) To oversee the process and operation of the billing for sewage services charges such as data review, liaison with other parties and bill adjustment;
(e) To coordinate with other parties for verification of sewer connection status;
(f) To supervise and manage subordinate(s);
(g) To liaise with Water Supplies Departments for handling issues of billing of sewage services charges;
(h) To deal with telephone enquiries, complaints and applications in respect of the sewage services charging scheme; and
(i) To perform any other duties as assigned by the supervisors.
(Note: The successful candidate may be required to work outdoors.)
Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for a period of 12 months.
Upon satisfactory completion of the full contract period with consistently high standard of performance and conduct, the appointee will be granted a gratuity for the period of service. Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory and general holidays, annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions in the Employment Ordinance.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
(b) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
(c) Non-civil service vacancies are not posts on the civil service establishment. Candidates appointed are not on civil service terms of appointment and conditions of service. Candidates appointed are not civil servants and will not be eligible for posting, promotion or transfer to any posts in the civil service.
