(a) 為香港工程師學會(電子、電機或資訊界別)於一九七五年十二月五日後所選取的正式會員,或具備同等資歷;以及
(b) 在綜合招聘考試兩張語文試卷(中文運用及英文運用)中取得「一級」成績,或具備同等成績(註1)。未有取得所需的綜合招聘考試成績但符合其他入職條件的人士,亦可提出申請,但有關申請人須在下一次舉行的綜合招聘考試的有關試卷中取得所需的成績後方會獲考慮受聘。下一次的綜合招聘考試(註2)將於2015年10月舉行。

申請人應-
(a) 具良好的分析能力、溝通及人際技巧;以及
(b) 主動進取,能在壓力下有良好表現,並在緊迫時間內完成工作。

能操流利普通話者更佳。
註: (1) 申請人如曾參加一次以上的綜合招聘考試,應遞交最佳的有效綜合招聘考試成績。
綜合招聘考試的中文運用及英文運用試卷的成績分為二級、一級或不及格,並以二級為最高等級。
政府在聘任公務員時,香港中學文憑考試中國語文科第5級或以上成績;或香港高級程度會考中國語文及文化、中國語言文學或中國語文科C級或以上的成績,會獲接納為等同綜合招聘考試中文運用試卷的二級成績。香港中學文憑考試中國語文科第4級成績;或香港高級程度會考中國語文及文化、中國語言文學或中國語文科D級的成績,會獲接納為等同綜合招聘考試中文運用試卷的一級成績。
香港中學文憑考試英國語文科第5級或以上成績;或香港高級程度會考英語運用科C級或以上成績;或General Certificate of Education (Advanced Level) (GCE A Level) English Language科C級或以上成績,會獲接納為等同綜合招聘考試英文運用試卷的二級成績。香港中學文憑考試英國語文科第4級成績;或香港高級程度會考英語運用科D級成績;或GCE A Level English Language科D級成績,會獲接納為等同綜合招聘考試英文運用試卷的一級成績。
在International English Language Testing System (IELTS) 學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在IELTS考試成績的兩年有效期內,會獲接納為等同綜合招聘考試英文運用試卷的二級成績。IELTS考試成績必須在職位申請期內(即2015年8月7日至9月4日)其中任何一日有效。
(2) 下一次綜合招聘考試的申請日期為2015年7月31日至8月13日。有關申請程序的詳情已載列於公務員事務局的網頁http://www.csb.gov.hk。持有本港學位或同等學歷的申請人須自行向公務員事務局公務員考試組申請。
(3) 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。根據既定的做法,申請人在基本法測試(學位/專業程度職系)的表現,會是評核其整體表現的其中一個考慮因素,但不會影響其申請以上職位的資格。原則上,申請人的學歷、經驗和才能仍然是考慮其是否適合獲聘用的主要因素。
(4) 公務員考試組將於2015年10月舉行下一次的基本法測試,基本法測試的申請日期為2015年7月31日至8月13日。持有本港學士學位或具備同等學歷的申請人須自行向公務員考試組申請。有關基本法測試的查詢,請致電2537 6429或電郵至csbcseu@csb.gov.hk與公務員考試組聯絡。
(5) 合資格的申請人將獲邀參加於指定日期在香港舉行的筆試,然後才可獲考慮參加遴選面試。該筆試為英文及中文寫作試卷,目的是評估申請人的溝通、分析及組織能力。由於審核所有申請需時,申請人獲邀參加筆試並不表示已符合電訊工程師的入職條件。
職責: 電訊工程師主要負責:
(a) 根據《電訊條例》處理電訊系統及服務的發牌事宜,處理衞星系統的發牌事宜,以及協調衞星網絡;
(b) 規劃頻譜和指配無線電頻率,以提供無線電通訊服務;
(c) 就香港的電訊及廣播服務的管理和規管提供技術意見;
(d) 就電訊基礎設施的發展提供支援,制訂電訊標準,以及負責電訊設備的類型檢定和驗證事宜;
(e) 根據《進出口(戰略物品)規例》對進/出口牌照申請進行分類;以及
(f) 訓練和督導技術人員。
聘用條款: 獲取錄的申請人通常會按公務員試用條款受聘,試用期為三年。有關人員在通過試用關限後,或可獲考慮按當時適用的長期聘用條款聘用。
附註: (a) 除另有指明外,申請人獲聘時必須是香港特別行政區永久性居民。

(h) 政府的政策,是盡可能安排殘疾人士擔任合適的職位。殘疾人士申請職位,如符合入職條件,便毋須再經篩選,會獲邀參加筆試及/或面試。

Job Title: Telecommunications Engineer
Salary: Master Pay Scale Point 32 (HK$59,445 per month) to Master Pay Scale Point 44 (HK$95,215 per month)
Entry Requirements: Candidates should have -
(a) Corporate Membership in Electronics, Electrical or Information Discipline of the Hong Kong Institution of Engineers elected after 5 December 1975, or equivalent; and
(b) met the language proficiency requirements of ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent (Note 1). Candidates without the requisite CRE results but who have met the other entry requirements may also apply. However, they will only be considered for appointment subject to their obtaining the requisite results in the relevant papers in the coming CRE (Note 2) to be held in October 2015.

Candidates are expected to -
(a) have good analytical abilities, communications and interpersonal skills; and
(b) be self-motivated and able to work under pressure to deliver quality outputs and meet tight schedules.

Proficiency in Putonghua would be an advantage.
Note: (1) Candidates who have sat for the CRE for more than one time should submit the best valid CRE results they have obtained.
The results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.
Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.
Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 7 August 2015 to 4 September 2015).
(2) The application period for the coming CRE is from 31 July 2015 to 13 August 2015. Details of the application procedure is available in Civil Service Bureau’s homepage at http://www.csb.gov.hk. Candidates with a Hong Kong degree or equivalent should apply for the CRE directly with the Civil Service Examinations Unit of Civil Service Bureau.
(3) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Under the prevailing practice, results of the BL test (BLT) for degree/professional grades will be one of the considerations to assess the suitability of a candidate but will not affect a candidate's eligibility for applying for the above post. As a general principle, the main consideration for suitability for appointment remains a candidate's qualifications, experience and calibre.
(4) The coming BLT conducted by the Civil Service Examinations Unit will be held in October 2015. The application period is from 31 July 2015 to 13 August 2015. Candidates with a Hong Kong degree or equivalent applying to take the BLT should send their applications directly to the Civil Service Examinations Unit. Enquiries on the BLT should be directed to the Civil Service Examinations Unit by phone at 2537 6429 or by email to csbcseu@csb.gov.hk.
(5) Eligible candidates will be invited to take a written test in Hong Kong on a fixed date before being further considered for selection interviews. The written test is an essay-type written paper comprising English and Chinese questions which aims at assessing candidates' communication and analytical skills as well as organisation abilities. As it takes time to process all applications, an invitation to the written test does not imply that the candidate’s qualifications meet the entry requirements of the post of Telecommunications Engineer.
Duties: A Telecommunications Engineer is mainly deployed on executing the following duties -
(a) licensing of telecommunications systems and services under the Telecommunications Ordinance and satellite systems, and coordination of satellite networks;
(b) spectrum planning and assignment of radio frequencies for the provision of radiocommunications services;
(c) provision of technical advice on the control and regulation of telecommunications and broadcasting services in Hong Kong;
(d) provision of support in telecommunications infrastructure development, setting of telecommunications standards, type approval and certification of telecommunications equipment;
(e) classification of import/export licence applications under the Import and Export (Strategic Commodities) Regulations; and
(f) training and supervision of technical staff.
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for 3 years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the written test and/or interview without being subject to further shortlisting.
