入職條件: 申請人須–
(a) 持有本港頒授的心理學學士學位,或同等學歷;
(b) 持有香港專上教育機構頒授的教育證書,或同等學歷[註(2)];
(c) 持有本港頒授的教育心理學(專業訓練)碩士學位,或同等學歷;
(d) 在取得上述(a)項資格後,具備不少於六年有關工作經驗,而其中至少三年在取得上述(c)項的資格後於教育機構擔任教育心理學家的職位[註(2)及(3)];以及
(e) 符合語文能力的要求,即在綜合招聘考試兩張語文試卷(中文運用及英文運用)中取得「二級」成績,或同等成績。[註(4)至(6)]
註: (1) 在進行面試前,本局會邀請合資格的申請人參加筆試。申請人需在筆試中取得合格的成績才會獲考慮聘用。被邀參加筆試及面試的申請人通常會在2015年4月底前接到通知。如申請人未獲邀參加筆試及面試,則可視作已落選。
(2) 申請人如果預計在2015年9月3日或之前會獲取所需的資歷(即入職條件(b)及(d)項),亦可申請此職位。如獲聘用,申請人必須在入職前提供文件證明已經在2015年9月3日或之前獲取相關資歷,否則聘用會被取消。
(3) 申請人須於通用表格第340號(3/2013修訂版)A部(III)'截至目前為止的全部就業詳情'中清楚述明於取得有關資歷後所具備的相關工作經驗及性質。
(4) 綜合招聘考試中文運用及英文運用試卷的成績分為「二級」、「一級」或「不及格」,並以「二級」為最高等級。
(5) 香港高級程度會考中國語文及文化、中國語言文學或中國語文科「C」級或以上的成績會獲接納為等同綜合招聘考試中文運用試卷的「二級」成績。香港高級程度會考英語運用科或General Certificate of Education (Advanced Level) (GCE A Level) English Language科「C」級或以上的成績則會獲接納為等同綜合招聘考試英文運用試卷的「二級」成績。
(6) 在International English Language Testing System (IELTS) 學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在 IELTS 考試成績的兩年有效期內,會視為已符合一級專責教育主任(教育心理)職位的英文語文能力要求(即入職條件(e)項)。IELTS考試成績必須在職位開始接受申請的首天(即2015年1月31日)仍然有效。
(7) 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。申請人在基本法測試(學位/專業程度職系)的表現會佔其整體表現的一個適當比重。然而,該測試的成績並不會影響其申請公務員職位的資格。原則上,申請人的學歷、經驗和才能仍然是考慮其是否適合獲聘用的主要因素。
職責: 一級專責教育主任(教育心理)主要負責:
(a) 為在學習、情緒和行為上有問題的兒童提供專業評估服務,以及向該等兒童的家長和教師提供諮詢服務;
(b) 為學生輔導人員、學校發展主任、其他專責人員及教職員等提供專業意見;
(c) 在照顧學生差異方面為學校提供支援並協助其發展;
(d) 支援學校處理危機及緊急事件;
(e) 督導其他初級人員,包括二級專責教育主任、督學和助理督學,並向他們提供專業意見;以及
(f) 協助進行公營中小學和特殊學校教育心理服務的策劃、訂立基準和質素保證工作,以及領導有關上述服務的研究和發展工作。
聘用條款: 新聘為一級專責教育主任(教育心理)的人員會按公務員合約條款受聘,合約期為三年。合約期滿後當局會考慮按當時適用的長期聘用條款聘用。獲取錄者亦將根據聘用條款享有各項附帶福利。[參閱附註(d)至(f)]
附註: (a) 頂薪點的資料只供參考,日後或會作出更改。
(b) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。
(c) 作為提供平等就業機會的僱主,政府致力消除在就業方面的歧視。所有符合基本入職條件的人士,不論其殘疾、性別、婚姻狀況、懷孕、年齡、家庭崗位、性傾向和種族,均可申請本欄內的職位。
(d) 公務員職位是公務員編制內的職位。應徵者如獲聘用,將按公務員聘用條款和服務條件聘用,並成為公務員。
(e) 入職薪酬、聘用條款及服務條件,應以獲聘時之規定為準。
(f) 附帶福利包括有薪假期、醫療及牙科診療。在適當情況下,公務員更可獲得房屋資助。
(g) 如果符合訂明入職條件的應徵者人數眾多,教育局可以訂立篩選準則,甄選條件較佳的應徵者,以便進一步處理。在此情況下,只有獲篩選的應徵者會獲邀參加筆試及遴選面試。
(h) 政府的政策,是盡可能安排殘疾人士擔任適合的職位。殘疾人士申請職位,如符合入職條件,毋須再經篩選,便會獲邀參加筆試及遴選面試。
(i) 教育局會嚴格遵照有關個人資料的政策,使用求職者所提供的個人資料,並會按要求立即提供有關政策的副本。
(j) 在臨近截止申請日期,接受網上申請的伺服器可能因為需要處理大量申請而非常繁忙。申請人應盡早遞交申請,以確保在限期前成功於網上完成申請程序。
申請手續: 有意申請者必須在2015年2月16日或以前透過下列其中一個方式遞交申請表格[通用表格第340號(3/2013修訂版)]:
(i) 透過公務員事務局網頁(http://www.csb.gov.hk)作網上申請;或
(ii)郵寄或親身遞交到香港灣仔皇后大道東213號胡忠大廈16樓1636室教育局聘用及人事組。請於信封面註明「申請一級專責教育主任(教育心理)職位」。(如以郵寄方式提交申請,信封上郵戳所示的日期不可在2015年2月16日之後)。

申請人如持有香港以外學術機構所頒授的學歷,請隨申請表夾附有關學術機構所簽發的文憑/證書、成績單及列明有關課程的授課形式(例如全日制/兼讀制、在當地院校授課/遙距授課等)的證明文件副本。申請人如在取得上述學歷前已獲取其他學歷,也應盡可能提供有關的學歷證明文件副本,以方便進行學歷評審的工作。至於本地學歷,申請人亦須附上載有所修讀學位課程的主修和副修科目證明文件副本。請勿附上任何文憑/證書的正本。

Entry Requirements: Candidates should have –
(a) a Hong Kong bachelor's degree in Psychology, or equivalent;
(b) a certificate in education from a Hong Kong tertiary educational institution, or equivalent [Note (2)];
(c) a Hong Kong master's degree in Educational Psychology (Professional Practice), or equivalent;
(d) a minimum of six-years' relevant experience after obtaining (a), of which at least three years as an educational psychologist in an educational setting after obtaining (c) [Notes (2) and (3)]; and
(e) met the language proficiency requirement of 'Level 2' results in the two language papers [Use of Chinese (UC) and Use of English (UE)] in the Common Recruitment Examination (CRE), or equivalent. [Notes (4) to (6)]
Note: (1) Qualified applicants are required to attend a written examination before the interview and only those who passed the written examination will be considered for appointment. Those who are selected for written examination and interview will normally receive an invitation by the end of April 2015. Applicants may assume that their applications are unsuccessful if they do not receive invitation for written examination and interview.
(2) Candidates who are expected to have fulfilled entry requirements (b) and (d) on or before 3 September 2015 could also apply. However, the offer of appointment is subject to the candidate's fulfillment of ALL entry requirements on or before 3 September 2015.
(3) Candidates should state the nature and relevancy of the post-qualification experience in Section A(III) 'Full Employment Record to date' of G.F. 340 (Rev. 3/2013).
(4) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
(5) Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to 'Level 2' result in the UC paper of the CRE. Grade 'C' or above in Use of English of the HKALE, or in English Language of the General Certificate of Education (Advanced Level), is accepted as equivalent to 'Level 2' result in the UE paper of the CRE.
(6) Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test are considered as having met the English language proficiency requirement of the Specialist (Education Services) I (Educational Psychology) post (i.e. entry requirement (e)). The IELTS test results must be valid on the starting day of the application period, i.e. 31 January 2015.
(7) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Results of the BL test for degree/professional grades will constitute an appropriate weighting in a candidate's overall assessment. However, the result will not affect a candidate's eligibility for applying for civil service jobs. As a general principle, the main consideration for suitability for appointment remains a candidate's qualifications, experience and calibre.
Duties: A Specialist (Education Services) I (Educational Psychology) is mainly deployed on –
(a) providing professional assessment to children with learning emotional and behavioural problems and giving consultation to parents and teachers;
(b) providing professional advice to student guidance personnel, school development officers, other specialist and staff of the teaching force;
(c) supporting and developing schools to cater for student differences;
(d) supporting schools in managing crises and critical incidents; and
(e) providing supervision and professional advice to other junior officers, including Specialist (Education Services) IIs, Inspectors, Assistant Inspectors; and
(f) assisting in planning, benchmarking and quality assurance and leading the research and development of educational psychology service for public sector primary, secondary and special schools.
Terms of Appointment: New appointees to the Specialist (Education Services)I (Educational Psychology) will be appointed on civil service agreement terms for three years. Upon completion of the agreement period, the officer may be considered for appointment on prevailing permanent terms. Appointees will also enjoy various fringe benefits according to the terms of appointment. [See General Notes (d) to (f)]
General Notes: (a) The information on the maximum pay point is for reference only and it may be subject to changes.
(b) Selected appointees must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the written examination and the selection interview without being subject to any further shortlisting criteria.
(i) Personal data provided by job applicants will be used strictly in accordance with the Education Bureau's personal data policies, a copy of which will be provided immediately upon request.
(j) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

For applicants holding qualifications obtained from academic institutions outside Hong Kong, please attach copies of your diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full time/part time, on campus/distance learning, etc.) of the study programmes to your applications. To facilitate the assessment of qualifications, the above documents on any prior qualifications obtained should also be supplied as far as possible.
