Candidates should -
(a) have a bachelor degree from a Hong Kong university, or equivalent, preferably in Journalism, Communication, Government Administration or related field (Note);
(b) have minimum 5 years’ post-qualification research experience;
(c) have a good command of written and spoken English and Chinese;
(d) have a good understanding of public affairs;
(e) have effective research as well as copywriting skills; and
(f) be creative, responsible, efficient, self-motivated, hardworking, and be able to work independently.
Experience in community engagement is an advantage.
Applicants should indicate in the application forms their major area of studies.
Mainly deployed to –
(a) conduct research on issues under the purview of Commerce and Economic Development Bureau and write up reports based on the research findings and analysis;
(b) assist in drafting articles and materials for public engagement;
(c) assist in drafting replies to public enquiries;
(d) assist in public engagement; and
(e) perform other duties as required by the Commerce and Economic Development Bureau.
Terms of Appointment:
The successful candidate will be appointed on non-civil service terms for 12 months. An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 10% of the total basic salary drawn during the contract period. Renewal of contract will be subject to the service need of the Branch and the performance of the candidate.
The candidate appointed is eligible for 14 days’ paid annual leave. Other benefits such as rest days, statutory holidays (or substituted holidays), annual leave, maternity/ paternity leave and sickness allowance, where appropriate, will be granted in line with the Employment Ordinance (Cap.57).
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the writing test/selection interview without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Completed forms with detailed resume, certificate of graduation and certificates of HKDSEE/HKCEE or equivalent should reach the following enquiry address on or before the closing date for application (according to the postmark). Applicants should clearly mark “Application for Researcher” on the envelope. Applications which are incomplete, not accompanied by the required documents or late will not be considered.
Candidates who are selected for writing test will normally receive an invitation in about four to six weeks from the closing date for applications. This period may be longer in exceptional circumstances, e.g. when a large number of applications are received or when there are other complications. Those who are not invited for writing test may assume that their applications are unsuccessful.
