Candidates should have - (1) (a) A degree from a local university, or equivalent; and (b) At least 10 years relevant post-qualification experience in one or more of the following areas: (i) office management and administration; (ii) human resources management; (iii) projects / systems management; (iv) information systems or computer network administration; (v) data collection and analysis; (vi) contractor and consultants management; (vii) event management; and (viii) public encounters administration; (2) Good oral and written communication skill in both Chinese and English with Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note]; (3) Sound knowledge in computer application such as Microsoft Word, Microsoft Project, Excel, Powerpoint, etc. and Chinese Input Method; and (4) (a) Relevant experience in the Government; (b) Familiar with the operation of Works department / Development Bureau; and (c) Relevant experience on handling issues at policy level / perspective would be advantages.
'Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(a) To provide office management and administrative support to various Branches / Divisions of the Department; (b) To provide project management support to the planning, implementation and review of projects; (c) To provide support in the development, enhancement and application of information systems and computer network; (d) To assist in the management of contractors and consultants including coordination with departments / bureaux on policies related to Contract Management ; (e) To prepare papers, reports and other documents in connection with projects and other tasks in both English and Chinese; (f) To organize publicity-related activities or other departmental functions; (g) To coordinate various Branches / Divisions of the Department on projects related matters and administration matters; (h) To coordinate and provide secretariat and logistic support to meetings and committees; (i) To handle public encounters; and (j) To perform any other duties as required of the post.
Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for 12 months.
An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.
