Candidates should have (a) Corporate Membership of the Hong Kong Institution of Engineers in relevant Engineering or Environmental Discipline admitted on or after 5 December 1975, or equivalent; and at least one year's full time relevant post qualification working experience in environmental protection or environmental impact assessment at an appropriate level of responsibility; and (b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent (Note: ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth).
(a) Candidates who have applied on or before 22 January 2015 to sit for the professional assessment of an acceptable professional institution which leads to the award of the Corporate Membership of the Hong Kong Institution of Engineers (relevant Engineering or Environmental disciplines) or equivalent may also apply. (b) The above candidates must attach documentary proof of their applications for the said professional assessment to their applications. Otherwise, their applications will not be further considered. If selected, their offer of appointment shall be subject to their obtaining the result(s) in the said professional assessment meeting the entry requirements for the post. (c) Candidates should clearly specify the discipline of their corporate membership in the applications and attach a curriculum vitae which should include details of their previous working experience to the applications. (d) Holders of academic/professional qualifications obtained from institutions or professional bodies outside Hong Kong should attach copies of their official transcripts and certificates to their applications.
The successful candidate will be required to provide professional environmental support and handle miscellaneous matters for environmental impact assessment (EIA), strategic environmental assessment (SEA) and other environmental studies for regional, territorial or sectoral developments, planning proposals and infrastructure projects. The main duties include: (a) managing applications for designated projects under the requirements of the Environmental Impact Assessment Ordinance and the environmental studies, and vetting the related submissions; (b) liaising with stakeholders on matters related to EIA, SEA and the environmental studies, comprising proponents, government policy bureaux and departments, corporations, contractors and consultants; (c) carrying out research on international SEA or environmental study practices over policies, plans, programmes and projects, together with reviews of environmental outcomes and engineering/site practices; and (d) supporting contract administration for environmental studies/researches and environmentally related website/database/knowledge management. (Note : The hours and venues of work may be varied having regard to the operational needs of the department. The successful candidate may be required to (a) work irregular hours and overtime, including evenings and weekends; and (b) work occasionally outdoors.)
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for one year.
14 days paid annual leave will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the Enquiry Address.
