Candidates should have met the following requirements -
(a) Being a Registered Safety Officer (RSO) registered in the Labour Department for industrial undertakings plus two years of relevant experience after RSO registration;
(b) Holding a valid Certificate of Certified Workers of Confined Spaces Operation; and
(c) Meeting the language proficiency requirements of “Level 2” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination, or equivalent. [See Note (iv.)]
(i.) Priority will be given to candidates with working experience in shipyards, or equivalent.
(ii.) Candidates who are in the process of obtaining the qualification as specified in (b) above may also apply. Consideration for appointment is subject to the fulfillment of the requirement by the time of appointment.
(iii.) Successful candidate is required to work on shifts / irregular hours (including Saturday, Sunday and public holidays); perform duties outdoors in the Government Dockyard and on board government vessels when necessary; and wear protective clothing and other personal protection equipment as appropriate.
(iv.) For appointment purpose, “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
An Industrial Safety Inspector is mainly deployed to –
(a) Conduct daily safety patrols to ensure compliance of legislations, Safety Management Manual, safety procedures and other in-house occupational safety and health (OSH) requirements;
(b) Vet applications for work permits by checking the readiness of safety precautions necessary for hot work, confined space work, work to be conducted on vessels using petrol fuel, diesel fuel transfer and petrol fuel transfer prior to work commencement;
(c) Conduct spot checks to ensure that OSH measures as stipulated in work permits have been maintained;
(d) Check the quantities of dangerous goods on a daily basis to ensure that exempted quantities are not exceeded;
(e) Assist in implementing safety procedures, safety promotion and other OSH activities;
(f) Conduct safety talks for staff and contractors; and
(g) Offer professional advice on industrial accident investigations, safe system of work development and OSH matters.
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for 12 months.
A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. In addition to 14 days’ annual leave, rest days, statutory holidays, maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
(b) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
(c) Non-civil service vacancies are not posts on the civil service establishment. Candidates appointed are not on civil service terms of appointment and conditions of service. Candidates appointed are not civil servants and will not be eligible for posting, promotion or transfer to any posts in the civil service.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the above enquiry address.

The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).
Applications submitted in person or by post together with photocopies of professional/qualification certificates, official transcripts of studies, curriculum vitae on the working experience and proof of relevant working experience should reach the below enquiry address on or before the closing date for application (the postmark date on the envelope will be regarded as the date of application). Please specify “Application for the post of Industrial Safety Inspector” on the envelope. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. For applicants who apply on-line, they should submit copies of the above documents by post to the below contact address on or before 12 March 2021 for application. Those who are not invited for interview may assume that their applications are unsuccessful.
