香港中學文憑考試英國語文科第5級或以上成績，或香港高級程度會考英語運用科C級或以上成績，或General Certificate of Education (Advanced Level) (GCE A Level) English Language科C級或以上成績，會獲接納為等同綜合招聘考試英文運用試卷的二級成績。
在International English Language Testing System (IELTS)學術模式整體分級取得6.5或以上，並在同一次考試中各項個別分級取得不低於6的成績的人士，在IELTS考試成績的兩年有效期內，會獲接納為等同綜合招聘考試英文運用試卷的二級成績。IELTS考試成績必須在職位申請期內任何一日均為有效。
Applicants should (Note 1)–
(a) have a bachelor’s degree or above from a university in Hong Kong, or equivalent;
(b) have at least four years’ post-qualification working experience in relevant fields including heritage conservation, journal writing, public promotion/relations, media relations, creative industries or event organization (Note 2);
(c) have met the language proficiency requirements of Level 2 results (Note 3) in the two language papers [Use of Chinese (“UC”) and Use of English (“UE”)] in the Common Recruitment Examination (“CRE”), or equivalent;
(d) have good proficiency in written Chinese and English and be fluent in spoken English and Cantonese; fluency in Putonghua will be an advantage;
(e) have good communication and interpersonal skills; and
(f) have good knowledge of heritage conservation / public education and publicity (Note 4).
Your application will NOT be considered if you fail to meet any of the entry requirements (a) to (c) by the closing date for application. Invitation to interview/test does not imply that you have met the entry requirements.
(1) Applicants may be required to sit a written test.
(2) Applicants should state under the “Nature of Work” section in G.F. 340 whether each of their post-qualification employment involves working experience in heritage conservation, journal writing, public promotion/relations, media relations, creative industries or event organization.
(3) For non-civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (“HKDSEE”); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (“HKALE”), are accepted as equivalent to Level 2 in the UC paper of the CRE.
Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (“GCE A Level”), are accepted as equivalent to Level 2 in the UE paper of the CRE.
Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (“IELTS”) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(4) Applicants who demonstrate good insight and passion in heritage conservation and possess professional qualifications in architectural conservation will be an advantage.
(5) Successful candidates may be required to work irregular hours and on public holidays.
(6) Successful candidates may be required to perform outdoor duties.
Successful candidates will be deployed to sections/offices in the Works Branch of the Development Bureau to undertake the following duties (Notes 5 and 6) –
(a) to conduct publicity and public education activities;
(b) to liaise with relevant Government bureaux/departments, non-governmental organizations (“NGOs”) and other relevant parties on event management, publicity and logistics matters, including preparation of tender exercises;
(c) to assist in public engagement activities related to heritage conservation including roving exhibitions, open days of historic buildings, etc;
(d) to draft and produce the newsletter in both Chinese and English; to work with agency and stakeholders in delivering posts and stories on the Instagram platform; and to draft speeches and PowerPoint presentation for senior officers;
(e) to assist in examining revitalisation proposals (from social enterprise angle);
(f) to liaise with NGOs and other stakeholders in taking forward heritage initiatives;
(g) to conduct research into the history of the historic buildings and sites; and
(h) to perform any other duties assigned as appropriate.
Terms of Appointment:
Successful candidates will be employed on non-civil service contract terms for a period of around six months. Renewal of contract will be subject to the service need of the Works Branch of the Development Bureau and the candidate’s performance.
A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (“MPF”) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
