Part-time Senior Finance and Administration Manager
$572 per hour
Candidates should (a) have a Hong Kong degree in an accountancy subject, or equivalent; (b) be Certified Public Accountants of the Hong Kong Institute of Certified Public Accountants, or equivalent; (c) have at least fifteen years’ relevant full-time post-qualification working experience in accounting, auditing or financial management; (d) have met the language proficiency of Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth). Candidates who have (i) working experience in the Government or public organisations; (ii) a solid understanding of the operation of government funding schemes as well as the Government’s structure; (iii) working experience in managing contractors and consultancy firms and co-operating with lawyers and other professionals in delivering government funded projects; or (iv) working experience in managing tenancies (including handling defaulting tenants) would be an advantage.
Successful candidate may be required to work during or outside normal office hours on any days, including weekdays (Monday to Friday), Saturdays, Sundays and public holiday, etc. The number of working hours is subject to the operational needs. There is no guarantee on the minimum number of hours of work in any given period.
The main duties include to - (a) individually review, evaluate and analyse financial and related information and reports to ensure grantees of a government fund comply with terms and conditions of the grant and achieve project milestones timely; (b) in connection with the duty in (a), present findings and observations and make recommendations, with reference to applicable financial, auditing and legal standard, to senior management for information or decision; (c) assist in managing a contractor engaged by the Government to monitor the performance of the grantees; (d) assist in managing a contractor engaged by the Government to deliver various tasks assigned by the Government in relation to administration and promotion of a government fund; (e) assist in managing tenancies signed by the Government with commercial recyclers in the EcoPark and providing relevant professional advice; (f) assist in managing the EcoPark management service contract signed by the Government with the awarded operator and providing relevant professional advice; (g) compile and analyze information and data to evaluate the effectiveness of various government initiatives to promote waste reduction and recycling, e.g. green procurement, source separation of waste, subsidized programmes to enhance recovery rate; and (h) perform other duties as assigned by the supervisor. (Notes:(a) The hours and venues of work may be varied having regard to the operational needs of the Department. (b) Successful candidate may be required to work outdoors. )
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for twelve months.
