Candidates should have met the following requirements: (a) (i) have a Certificate of Competency (Deck Officer) (Seagoing) Class 2 or above issued by the Director of Marine or equivalent; or (ii) have a Hong Kong Licence (Deck Officer) (Seagoing) Class 2 or above issued by the Director of Marine; (b) have completed an accredited course of Vessel Traffic Services (VTS) Supervisor training in accordance with International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) Recommendation V-103, as approved by the Marine Department with three years of relevant post-qualification experience; and (c) be able to speak fluent Cantonese, Putonghua and English, read and write good Chinese and English.
Candidates are required to pass a trade test on the interview date. Successful candidates may be required to work shifts (with a minimum of 5 hours per shift) or undertake standby duties.
A Contract Marine Controller is mainly deployed on : (a) dealing with matters relating to the in-situ relocation of the Vessel Traffic Centre (VTC) and the associated VTS system upgrading exercise; (b) assisting in implementing the new VTS system and offer contributions from users’ perspective; (c) participating in the installation and post-installation activities of the new VTS system; (d) assisting in drafting proposals and guidelines, designing and developing training program for the new VTS system; (e) liaising with local port users and neighbor VTS authorities for implementation of the new VTS system; (f) taking up the duty as a watch supervisor of VTC or Kwai Chung Control Station (KCCS); and (g) discharging any other duties as and when required.
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for 24 months.
A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. In addition to 12 days’ annual leave, rest days, statutory holidays, maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance.
