(a) A Hong Kong bachelor's degree, or equivalent;
(b) At least 12 years' post-degree working experience, and at least 5 years' managerial experience at senior level, preferably in public administration, communication, implementation and promotion of schemes in the public sector;
(c) Good command of oral and written English and Chinese;
(d) Strong organization power, planning and analytical skills and ability to work independently and under pressure; and
(e) Sound experience in monitoring of contractors and supervising subordinates.

(a) To provide support for implementing measures to promote vocational education; and
(b) To assist in administering the Land Grant Scheme and Start-up Loan Scheme to support the development of the self-financing post-secondary education sector.
Terms of Appointment:
Successful candidates will be employed on non-civil service contract terms for 1 year.
(a) 14 days annual leave and full pay sickness allowance whereas rest days, statutory holidays(or substituted holidays), maternity leave, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance. (b) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 10% of the total basic salary drawn during the contract period.
