Applicants should - (1)(a) have a bachelor’s degree from a Hong Kong university, or equivalent; plus at least 10 years’ work experience in English writing, in particular speech writing; OR (b) have an accredited associate degree/higher diploma in English language studies or journalism from a Hong Kong tertiary institution, or equivalent; plus at least 10 years’ work experience in English writing, in particular speech writing; OR (c) have a diploma in English language studies or journalism from a registered post-secondary college issued after the date of its registration, or equivalent; plus at least 10 years’ work experience in English writing, in particular speech writing; OR (d)(i) have Level 3 or equivalent [Note 1] or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note 2], or equivalent; or a pass in two subjects at Advanced Level in the Hong Kong Advanced Level Examination (HKALE) and Level 3/Grade C or above in three other subjects in the Hong Kong Certificate of Education Examination (HKCEE) [Note 2], or equivalent [Note 3], and (ii) have Level 3 or equivalent [Note 1] or above in English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note 2] or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent; or Grade C or equivalent [Note 3] or above in English Language (Syllabus B) in the HKCEE before 2007, or equivalent, if not already included in (d)(i) above; plus at least 13 years’ work experience in English writing, in particular speech writing; (2) have good communication skills; (3) have a very good understanding of current affairs; (4) be prepared to work outside normal office hours and meet tight deadlines; and (5) be computer-literate, with good English word processing skills.
English Language Writer Written Examination Eligible applicants are required to sit a written examination conducted by Information Services Department. Only those who have passed the examination will be further considered for the selection interview.
(1) “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE. (2) The subjects may include Chinese Language. (3) Grade C and Grade E in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to Level 3 and Level 2 respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
Duties of the English Language Writer will include writing speeches and reports, and editing news and publicity related materials.
Terms of Appointment:
Successful candidate for the post will be appointed on non-civil service contract terms for one year. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.
Upon satisfactory completion of the contract period with consistently satisfactory standard of performance and conduct throughout the contract, the appointee will be granted a gratuity for the period of service. Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee required by the MPF Schemes Ordinance, will equal 15 per cent of the total basic salary drawn during the contract period. Rest days, statutory holidays, annual leave, maternity leave, sickness allowance, where appropriate, will be no less favourable than the provisions of the Employment Ordinance.
