Candidates should have:
(a) A University degree in accounting, actuarial science, economics, finance, mathematics, physics, operation research or statistics;
(b) Fellow membership of at least one of the following professional bodies:
- Society of Actuaries, United States of America;
- Institute of Actuaries, Australia;
- Institute and Faculty of Actuaries, United Kingdom;
- Canadian Institute of Actuaries; or
- Casualty Actuarial Society, United States of America;
(c) A minimum of three years post-fellowship full-time working experience, of which at least two years of experience in health insurance product development and / or health insurance policy administration in Hong Kong; and
(d) A minimum of Level 3 / Grade C in HKCEE or equivalent in both English and Chinese languages, or equivalent.
Grade C in English Language (Syllabus B) and Chinese Language in previous HKCEE are accepted administratively as comparable to “Level 3” in English Language and Chinese Language in the 2007 HKCEE and henceforth.
The appointee will be required to-
(a)Devise the operational details and technical guidelines for implementing the key recommendations of the Voluntary Health Insurance Scheme (VHIS);
(b)Assist in the setting up of a regulatory agency under the Food and Health Bureau (FHB) to oversee the implementation, enforcement and operation of the VHIS, to investigate cases of non-compliance, to handle complaints concerning the VHIS, etc.;
(c)Work out the technical guidelines and interface with the regulatory agency regarding compliance with the requirements of the VHIS;
(d)Assist in overseeing the progress of the consultancy studies on various specialised topics of the VHIS and ensuring the quality of the deliverables.
Terms of Appointment:
The successful candidate will be appointed on non-civil service contract terms for three years.
(a) An end-of-contract gratuity may be granted upon satisfactory completion of the contract. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Rest days, statutory holidays, annual leave, maternity leave, paternity leave, sickness allowance, where appropriate, will be granted on terms not less favourable than the provisions of the Employment Ordinance.
(a)Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(h)Holders of academic qualifications other than those obtained from Hong Kong institutions/ Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (b)Completed application forms, together with copies of public examination results, academic certificates, qualification certificates, employment proof as well as other supporting documents should reach the address stated below on or before the closing date and time, with the envelope clearly marked with “Application for the Manager (Actuarial Service and Strategy) Post”. On-line applications are not accepted.
(c)If candidates fail to provide the supporting documents as requested, their application will not be considered. Applications not made in the prescribed form or which are incomplete or late will not be considered.
