Candidates should have –
(a) a degree from a Hong Kong university or equivalent, preferably majoring in public relations, marketing, communication, journalism or business administration;
(b) at least ten years' working experience (of which at least five years should be at supervisory level) in publicity, public relations and media management, marketing, brand building, event management or corporate communications in sizeable corporations, non-government organisations, public relations agencies or government departments (experience in independently handling publicity campaigns an advantage);
(c) strong command of written English and Chinese, and spoken English and Cantonese. Proficiency in Putonghua is an advantage;
(d) Chinese Language and English Language at 'Level 3' or above in Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Notes]; or having met the language proficiency requirements of Level 2 results in the two language papers (Use of Chinese and Use of English) in the Government’s Common Recruitment Exercise, or equivalent; and
(e) good interpersonal and communication skills.
For non-civil service appointment purpose, ‘Grade C’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
To alleviate the financial burden of low-income working families (especially those with children), and encourage working members of these families to stay in active employment for self-reliance and promote upward mobility, the Working Family Allowance Office under the Working Family and Student Financial Assistance Agency is making preparation for the launch of the Low-income Working Family Allowance (LIFA) Scheme.
The Working Family Allowance Office currently recruits a Publicity Manager whose main duties are:
(a) To develop and recommend promotional strategies for publicity campaigns and programmes for the implementation of the LIFA Scheme;
(b) To lead and take charge of the planning, organising and implementation of publicity campaigns and programmes for the LIFA Scheme, including public engagement events and collaboration with outside agencies;
(c) To advise and oversee the production of publicity and promotional materials such as promotional videos, leaflets and posters; and
(d) To handle media enquiries and requests, draft press release and media response, arrange press conference, media briefings or interviews, and to gauge and analyse public and media’s views.
(Note : Staff may be required to work irregular hours on shift and on Saturdays, Sundays and public holidays.)
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for a period of 18 months.
(a) An annual leave of 14 days per year of service will be offered;
(b) Rest days, statutory holidays (or substituted holidays), maternity/ paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance; and
(c) A gratuity will be granted if the contract is satisfactorily completed with a consistently high standard of performance and conduct. The gratuity, plus any contribution by the Government towards a mandatory provident fund as required by the Mandatory Provident Fund Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the Enquiry Address.
