(a) possess Corporate Membership of the Hong Kong Institution of Engineers (Civil Discipline) elected after 5 December 1975, or equivalent [see Note (1)]; (b) have at least 20 years’ post-qualification experience including at least 10 years’ experience working in senior project management position(s) for government works projects [see Note (2)]; and (c) have a good command of spoken and written Chinese and English.
(1) Candidates holding non-local professional qualifications only should prove the equivalency of such qualifications by the closing date for application, with supporting documents such as evidence of acceptance of their qualifications by the Hong Kong Institution of Engineers for admission to its Corporate Membership (Civil Discipline). (2) Candidates should attach a detailed curriculum vitae of their work experience to their application forms.
Successful candidate(s) will be deployed to the Civil Engineering Office of the Civil Engineering and Development Department to supervise the Housing Projects Section to:- (1) Consult and coordinate with various bureaux, departments and other stakeholders to resolve interfacing issues associated with the housing site projects; (2) Execute the strategies and policies formulated by the seniors in respect of the housing development projects; (3) Implement effective control for the projects assigned under him/her; (4) Oversee the implementation of statutory and administrative procedures including EIAO procedures, public consultation, gazettals under the relevant Ordinances, funds seeking, financial control and forecast, commissioning of consultancies, tendering of works contracts and contract administration; (5) Award, manage, administer and monitor consultancy services and construction contracts of the housing site projects; (6) Chair and/or attend meetings to ensure the smooth delivery of studies and works contracts; and (7) Perform any other duties assigned by the seniors.
Terms of Appointment:
Successful candidate(s) will be appointed on one year non-civil service contract terms.
An end-of-contract gratuity equivalent to 15% of the total basic salary may be granted if the contract is satisfactorily completed. Such gratuity will include the contribution made by the Government towards a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Scheme Ordinance. Rest days, statutory holidays, annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions in the Employment Ordinance and the contract terms.
